[ A place like this? Wholly unnatural and different from anything the Manta is used to. He's been through some odd things, yes, some very odd things, but this is a bit out there. Sea creatures, however, are a familiar theme, and one that leaves him angry and agitated. It reminds him of the ocean, of Atlantis, and of everything he hates. And of his victories.

A man agitated and garbed in black should be not too out of place, maybe, but the helmet over his head is dark, and wide, leaving bright red slits for eyes. The wide look means he sees everything, and nothing, all at once.

But without it, he's nobody. Anonymous. With it? He's a threat like few have ever seen. ]

OH MY GOD YOU'RE BEAUTIFUL...

[Arthur walks the streets with ease. Atop Tu Vishan may not be where he truly belongs, but he's at ease here, more so than most. The ocean is always near enough and the people of some parts of Keeliai remind him of home in a lot of ways. He's strolling through the city, wearing his usual glittering orange scalemail, trident on his back, occasionally stopping to greet a merchant or a passerby...

Until he catches sight of a nightmare. It catches him off guard simply because he never expected it; why would the Emperor bring someone here who would rather see Tu Vishan die and the world descend into chaos? Why him?

The last time he saw Black Manta, he'd sent him back to Xebel with the invaders. Remember that hand you cut off? It's back now, and grasping the Trident of Neptune.]

Spock has been doing sweeps of the marketplace, trying to determine if there are common biological markers that may have informed the Emperor's decision to bring in who she did. So far all he's got is that all of the imports are capable of surviving in this Earth-like atmosphere.

Hey, it's a shot in the wind. Spock really has nothing else to go on.

But he is halted by one of the many, many things he's never encountered before, namely a humanoid alien with two hearts. ] Fascinating.

1: [ It didn't take Spock long after arriving on Tu Vishan to make a trek (get it) towards the turtle's massive head, tricorder dutifully in hand and scanning merrily. He had no idea how likely it was to work - there were no records of such a thing being attempted to his knowledge - but he had to at least try to mind-meld with the creature. To what end, he did not know yet - perhaps communication with it would lead to a way home. Or simply a better understanding of the new and undiscovered. ]

[Jim sees him through the crowd, and that's it. It's all he needs. He slaps down a handful of coins (who uses coins anymore, really?) and bolts after him.]

[WHY IS THERE A CROWD Jim actually hops over a small hand-drawn wagon just to get around the worst of it and his momentum takes him into a brick wall, which he sort of bounce-rolls off of and keeps going. God, he hopes it's not one of those kedan that's seen that 'Star Trek' show everyone keeps talking about.

He skids to a halt in front of him, panting. Grinning.]

[ Growing up hungry at times had given Jason a small soft spot for kids in need, and boy were there some in need in this city. Even if the adult Kedan were generally hostile toward refugees, he had taken it upon himself to give some of the rations he had received away. Last he had heard, there were wild animals roaming about outside the city, and he should be able to hunt some down if he had to.

It wasn't much that he did have to give, but it was enough to excite the little ones around him as he passed off things like eggs and such. The rations had included some candy, and he made sure to be fair with splitting that up among them.

It was all in a good day's work for a vigilante, though he barely gave a smile as the odd bunch of kids scampered off with their new treats. ]

[Traci was actually in the middle of work-- or whatever passes off as work here, painting walls and humming to herself when she notices the red at the corner of her eye and looks down, wondering if she saw one of the kedan.

She wasn't that familiar with the members, she only heard them from stories (because really, who hasn't heard of the Teen Titans in the superhero community? She's pretty sure he's one of them though, and that makes her pause long enough from her work to assess him from up there.

[EDI has just kind of been wandering. She's running as many diagnostic programs as she can with the limited functionality of her mobile platform. She's gone from concerned to fascinated to annoyed.

So when she finds a promising-looking bar in Fire, she walks in without hesitation. One thing she's learned about organics is that they tend to be a bit more talkative when they have alcohol in their system. Perhaps she'll get more than "that's the Emperor's business" from the kedan in here.

Lo and behold, James is here too. First Shepard, now James. This is getting to be rather... puzzling. If programs could scream, her diagnostic programs would be waking the dead right about now.]

First impressions were everything and Effie couldn't imagine she would want to help any organization that made persons of great importance or fashion walk about without a parasol. The audacity.

The sun was already too hot and she could feel the wax of her lipstick beginning to slide. Her feet had been aching for some time now, and removing her shoes was completely out of the question. The best she could do was find solace from the sun under a willow tree and take a moment to powder her glistening nose and flushed cheeks. ]

What possible reason could the Emperor have for bringing this woman through? Katniss doesn't know. But she's here now, so the girl grits her teeth and approaches] Effie. [A beat. How do words work?] Hi.

He may not be young anymore, but he still cuts an impressive figure in a crowd, and he's used to reading the current of a situation to gently (strongly) encourage people to get out of his way when he has a goal in mind. And right now, that goal is her. He ends up standing in front of her, cane and all, and gives her a Look.]

So yeah, it's maybe a little weird to see a guy so clearly not artistic, trying to get his hands on some red paint and charcoals. But he's clearly comfortable with the kedan, and clearly knows how to negotiate.]
