GAME ITINERARY | AUGUST 2016

Hello chelonauts, here is a fresh new itinerary post! Previous months can be found under this tag.

Here's what we've got lined up for August:

Weather

The relatively mild weather (by Tavimbi's standards, at least -- still briskly cool for most Foreigners) continues through the early part of August, although the rain tapers off and it's actually pleasant to be out of doors this month. The first half of the month will see an unprecedented number of Hatal citizens out on the steel catwalks that line the cliff face, some families even making a day of it, and Igheeri clutter the skies in small groups, laughing and practicing aerial feats that the under-mountain city feels too confined for. (Most of them have gotten over their moulting stage by this point, although they'll get very embarrassed if it's brought up by someone who saw them.)

Following the departure of Tu Vishan from Tavimbi's shores after mid-month, there's a strong wind from the west that's pushing behind them, and it brings with it a good many thunderstorms, heavy with lightning and thunder, which does cause some temporary blackouts throughout the city.


Kedan/Foreigner Relations

Generally, relations continue to go well between the kedan and the Foreigners this month. The council on the new government formation started slow, thanks to the Foreigners' promise to intervene as little as possible; the kedan present, still being unused to things like actually deciding actions as a group, floundered a little without a clear direction. In the end, however, the council set a good stage for who would likely be on the council from the kedanese side -- though no outright decisions have been made (yet). Still, given the room and a bit of floundering, the kedan for the most part seem to have taken to the idea of voting with gumption, with the result that there are quite a few parties springing up this month to try and collect supporters for one or another council hopeful. Many of these groups may approach Foreigners -- while none of them want Foreigners to be 'in charge', they still recognise that the Foreigners have an implicit power, and aren't above using that for their own gain.

On a more specific note, the loss of the Midnight Hotel has made a percentage of gang-members band together to restore the hotel to functioning with similar rules -- many of them working on the police force, but many of them not. Its loss is a reminder that the Foreigners can, at any time, leave. Few of the kedan are casting blame for that as they once might have, but it has made some treat the Foreigners fragilely; as if the Foreigners' disappearance is some kind of infectious disease they all carry. The Foreigners may be able to manipulate that for some minor purposes -- a discount, or a few 'favours', for instance -- the same way a sick child might get some extra perks out of their parents.

Regardless, the new Midnight Hotel will be open for room and board, and work, by month's end; technically owned by the Foreigners named in Anton Shudder's will, but run for the most part by the kedanese staff.


Local Events

KIN'NAL RESETTLEMENT

The small selection of Foreigners who took interest in the Kin'nal's request for asylum indicated they were in favour of letting the contingent stay on Tu Vishan in exchange for the promise of work. Unwilling to actually contest the ruling against those in Keeliai, and in light of the overwhelmingly positive interaction with the Foreigners and kedan over the past half year, the Hatal authorities reluctantly allow the refugee Kin'nal to depart the city and make their way to Tu Vishan. The semi-appointed leader of the group is Es-isus, who is doing his best to keep order.

The primary concern, of course, is getting everyone settled into somewhere warm and secure, and there are no places readily available for this many Kin'nal all at once, even with their diminutive statures. The quickest and easiest way to settle them is to take in small groups of them at personal residences; most all of the Kin'nal who came over from Hatal are family groups, so volunteers should expect to provide for at least five or more individuals at a time.

(On the positive side however, those who do offer to house some Kin'nal will likely not have to lift a finger for housework, for the time being!)

Log Note: The resettlement of the Kin'nal within Keeliai will not have a mod-posted event log, but can be folded into player logs and posts.


LONG AWAITED DEPARTURE

It's not immediately obvious that the Foreigners' work with the Xunutane and the overlay sites on the turtle's shell is having any positive effect. Tu Vishan remains still, and kedan researchers at the College continue to report no change. Within the first few days of August, however, something changes, and the natural bioluminescence of the shell starts pulsing at night. The timing of the pulses, which steadily change from every few hours to every few minutes, follow a consistent pattern that the observant and the technical-minded can identify as a countdown. The countdown points to August 16th, at which point the entire shell trembles and Tu Vishan, under his own power, casts off from the shores of Tavimbi.

Meanwhile, the small kedanese child many of the Foreigners now associate with Tu Vishan makes another appearance. He appears to as many Foreigners as possible a good four or five times in the weeks leading up to August 16th, only this time each visit is accompanied by a very simple and very pure sense of gratitude. If a Foreigner wouldn't shy away from it, the child may even approach and touch them on the hand, and the sense of gratitude intensifies into the relief and excitement one might expect from someone who only just discovered they aren't actually dead. Like all the previous appearances, only the Foreigners can see the small child, and any technology in the area will flicker slightly until the vision disappears.

On another note, any Foreigners who travel up to Tu Vishan's head will discover that, once again, the pervasive sense of peace permeates the area, just like it did before the battle against Malicant in the Dreaming. It's not as strong as it was before, but it does come along with a steadily increasing certainty that things are okay, that Tu Vishan will be okay, and that once he's swimming again, he will slowly grow stronger.

NPCs & Families

The general tensions of last month continue, but with work on the new Foreigner-suggested government underway, those tensions don't actually escalate into anything. In fact, if someone didn't know any better, they might think there had been a truce. Fortunately, most people know better than to try suggesting that in polite company -- and by polite company, we mean within the Snakes' earshot.

TU YUNXU
Interestingly enough, while the Snakes as a whole are definitely resisting the idea of a police force and a council of authority higher than them, Yunxu himself doesn't seem to mind -- or at least, that's by and large the appearance he's giving. He's deliberately giving the kedan who answer to him free reign to react however they wish, a fact he doesn't bother to hide. However, when confronted, all he says is that everyone should have the right to express how they feel individually, shouldn't they? Would that right be denied his family? What an excellent start this new government is making.

Rumours abound, of course, as rumours often do. Some kedan believe Yunxu has another trick or two up his sleeve, a ploy, a long game, or something that would allow him to rule everything once all the dust has settled, perhaps even without anyone else being aware of it. Still others believe he and the Snakes might go rogue and attack whoever's elected onto the new council. Depending on who you talk to, the conspiracy theories even go so far as to claim Yunxu was secretly killed months ago and Heojin has taken his face. Others, with wide eyes and a drink in their hand, will swear up and down that Heojin was Yunxu all along. According to Yunxu himself, however, these conspiracy theories are just that -- conspiracy theories.


ZANRU/XUIYU
Like the Foreigners, the Metalworkers have taken a step back with regard to the council. Though they were certainly there and present, and backing some of their own nominees, for the most part they've sat back to see what happens without using undue political pressure -- to the grumbling of many of them. Anyone who argues to Xuiyu directly, however, will inevitably be told that 'she didn't sign up to run the whole blighted city, but if you want to, then go ahead and volunteer'. Some of them have apparently taken her up on that.

The Metalworkers at large continue to fund technological and blacksmithing industries as a family and corporation(s), of course, but in lieu of getting involved in the political wrangling Xuiyu is quite cheerfully getting back to some of what she calls the basics by going out and getting her hands dirty with the buffing of infrastructure -- particularly where the Kin'nal are concerned. The Metalworkers are establishing some well-heated sharehouses for the Kin'nal, but unlike the Woodsmen are less effective with integrating them socially.

Sometimes Zanru might be sighted with her in these ventures, not always peacefully, but at least more calmly than when Zanru was in office.


HEOJIN
Similarly to Xuiyi, Heojin seems to be willing to let Keeliai start to extend past the need for the three major families. Much of the chatter at the council appears to have been prompted in some part by his questioning about laws and processes -- and though he never brought up names at the time, some of the nominees with Woodsmen backing are starting to declare trials a necessity for those who have committed crimes against Keeliai. Milyn is one of those names, but so is Yunxu, as well as the names of known cultists, such as Daseng. (Of course, once that list gets into the hands of other nominees, it expands somewhat; and while some of the additional names are legitimate, some are clearly political ploys -- for one thing, Heojin's name appears on some versions of the list, with 'cowardice' being his crime, dating clear back to the Chihuelo invasion).

Heojin himself seems to have vanished, though any of the Woodsmen, if asked, will give the asker a 'duh' expression and simply say that he's on the farms seeking to live his life with his new family.

On the whole the Woodsmen remain engaged in Keeliai's new direction, offering their services to the College and to the police force. Being a 'family' made of essential refugees from the invasion, they are very interested in the predicament of the Kin'nal, and take great pains to help with their immigration. The greenhouses provide an opportunity for the Kin'nal to have some work in conditions they can survive -- though as commute is something of a problem, many of them have been given bunks inside the greenhouses proper. It isn't a permanent solution, and there isn't nearly enough space for even a third of them, but the Woodsmen's attitude of 'all in' and equal work is a good counter to the Kin'nal conditioning of servitude in Hatal.


MILYN
The Cherrywood Healer is continuing on with her apothecary and clinic as though nothing is amiss within the city, although she is taking an interest in the formation of the new government council. It's not a secret that she hasn't been a huge supporter of the power that the Families in the city have accrued (although there are many kedan that object she hasn't got any right to judge, given that her 'power' within kedanese society is based on a title that was handed out by Emperor Eshai, and that she wasn't even present during the Dreaming Year when the Families were helping keep Keeliai together!)

A few of her fellow kedan whom she believes would have good momentum, she'll encourage to volunteer for the open council positions, but she doesn't appear to have any inclination to participate directly... which is good, since she's definitely in the bad books of more than a few people in the city. When it's mentioned by either a Foreigner or another kedan the possibility of putting her on trial for her aiding the cultists, forging soul gems, and generally being duplicitous, Milyn seems surprised that this is still bothering people!


AROYAN
News of Tu Vishan's imminent departure kicks the Merchant's Guild into high gear, finalizing deals that were in the works and that they perhaps hadn't been as efficient with as they could have been. This means that Aroyan will be a little less visible this month than many months prior, and that Foreigners wishing to speak to him regarding financing a business venture, or purchasing property outside of the Foreigners' area in the Sky Sector, will probably need to make an appointment or drop by the Guild directly, rather than being able to catch him on the fly throughout the city.

On the subject of the new government council, Aroyan seems surprisingly mute with his opinions unless asked about it directly, to which he'll give an extremely mild approval. Certainly, it's not a full-throated support.


KUHIE & KIUEU
These siblings couldn't be more exuberant at Tu Vishan's awakening, and they're claiming that the renewed kedanese interest in venerating the Great Turtles properly has contributed to his reclaimed wakefulness. They, along with other members of the Ban Om, will be leading regular daily "pilgrimages" up to the Turtle's Head in order to demonstrate the peaceful aura which once more suffuses the area, and proporting that continued worship of Asti can lead to this feeling anywhere! During the cast-off process, particularly in areas where Tu Vishan was solidly anchored to the Tavimbian shore, they'll be right in the thick of things, alternately helping and scolding anyone they think isn't being careful enough.



Economy

The economy is slower this month, on average; prices are high and produce moves quickly for the first part of the month, as people try to take last advantages of contact with Hatal. After that there's something of a lull while Keeliai reorients itself with being cut off from another lucrative source of goods and depending once more on their own produce.

That being said, it's an easy sort of slow, a stable sort of slow, making room to account for the demands of a new law enforcement without the buffer of a continental resource. Prices lower to something more feasible, thanks to the Merchant Guild's sanctions and restrictions, though the continued setup of the forensics movement means certain elements related to the science is still in high demand.

Heating is something of a commodity too, if only because of the presence of the Kin'nal -- trying to keep them warm makes blankets and heating utilities fairly well in need.


Crime

Petty crimes, misdemeanours, robberies, and amateur muggings underscore exactly how much faith certain elements in the city have in the new government and police force: none. Foreigners who are known to be Foreigners are largely left alone, though cases of mistaken identity are certainly possible. All in all, it's pretty clear to anyone watching the patterns that many of the kedan are still accustomed to a 'might makes right' governing approach, and with the Snakes' authority in question, crime is a free-for-all.

Along with these subtler pushbacks, there's a small but vocal minority pushing back against the new government in public. Some because they genuinely believe drastic change will ruin Keeliai; others because, while they didn't like Yunxu, they at least knew they could rely on him to keep the peace; some because they simply want to be heard saying something; and still others because the whole idea was began by Foreigners. In short, some of this vocal minority is worth listening to, and others aren't. All of them can usually be found staging protests around the Courtyard of Public Opinion, and these protests don't always stay peaceful.


Technology

On behalf of the Dexedi, Charako presents the Foreigners with the prototype of a portable network device, using the radio handsets as a base and the tri-featured functionality of the network consoles (text, audio, and video). It's been a side project for her for at least a few months, by the looks of it, and she'll admit that she'd hoped to have more working units before this day came. Using the omnipresent power of the Xunutane and adapting it to the bio-signature of the turtle has been a challenge, and it's not perfect, but she's confident that with Foreigners and Metalworkers will be able to straighten it out. The coding is going to be the hardest part, because the turtle's power is organic, and the Xunutane's isn't.

She's written a rudimentary code for adapting the network's coding to the handsets, but it will take some real tinkering to be fully functional. Those who go through it with a close eye will also notice that she's written in a small bit that's set to ping back to Hatal's systems, should someone with the ID of Obi-Wan Kenobi logs back in.

COUNCIL NPC SIGNUPS

Just a reminder that we've only filled three of the 14 available NPC spots for the council, which will give players an extra avenue to help influence the direction of the game in coming months! Signups can be done on this post, and we're hoping to fill at least half of the spaces before the end of the month.
