It's a mixture, since without the Snakes to enforce the no-weapons policy, kedan are able to push that boundary. That said, a lot of weaponry was outright confiscated previously, so not everyone's gone to firearms or anything. Additionally, as shapeshifters, they can scale up their physical stats quite a bit, so separate weaponry isn't always needed to do damage.
