Hey! Ange here (player of Penny), bringing in a second character.
This is Billy Costigan, from the film The Departed. He's a Bostonian cop who goes undercover with the mafia in Southie and then realizes it's way too stressful and tries desperately to get back to a normal life while also becoming one of Costello's most trusted guys. He's an anxious ball of nerves at all times while also playing it cool (because he's used to hanging out with the shadiest types) and suuuuuuper Bostonian. He's smart but doesn't like to show it and isn't very talkative (so I apologize in advance).
As a note, I'm technically bringing him back (he left in like 2014 or something). He'll be arriving with amnesia but may, over time, regain some or all of his old memories, depending on what happens and who he sees, etc.

Aww. I really, really miss Costigan and Evandau being BFFs, ngl. There was some policing with a rag tag group of peeps back then, but not as much official. Part of the reason I brought him back was in the hopes of getting him involved with the official one you're running now! c: Although you'll have to push him into it a little because he's bad at getting involved. >>; The Dust/drug situation should be enough though, I figure.
Though I apologize in advance because he doesn't respect kids much and is a little bit sexist (in wanting to protect women and them having to prove themselves a little more before he'll respect them).

Pepper is good at being pushy :) She will also not be having with any disrespect. This whole police and government thing got started because she got in Tu Yunxu's face, so. Her fear of people is limited, shall we say. That will prove interesting. She has a suit of armor and she's not afraid to use it >:3

butsrsly. He's more thug than cop (including time in jail, etc), so it'll be an interesting dynamic. Hopefully he'll get his memory of Evandau back at some point too (so he'll have more respect for the place and people).
