So that's our outline for the month of June! If you have any questions about these happenings, please use the Questions comment below. Otherwise, this post is free space for monthly OOC plotting.
Here's what we've got lined up for June 2017:
Weather
The weather holds steady as May turns to June. It can't properly be called hot out just yet, and on those days when temperatures climb out of 'warm' there's still a light, cool breeze that at least makes it feel pleasant. It's notably still dry, with only a few light sprinklings of rain to accompany the handful of days where it actually gets unexpectedly cool. It seems like summer can't decide whether or not to settle in.
Kedan/Foreigner Relations
Fear and paranoia are palpable among the Kedan who have assigned a blanket of blame to the Foreigners for last month’s incident. If not for inciting it, then for not appearing to understand that their actions might have city-wide repercussions beyond their own number. A few exceptionally vocal pockets are calling for their removal from government and guild affairs, though others equally vocal stand at their defense, stating that Foreigners are not a monolith, and all of them cannot be blamed for the careless actions of one individual. Nor should the blame of the crimes be placed on the shoulders of those who did not actually go out and murder a bunch of people.
The suspicion isn't just directed at the Foreigners however, because at the end of the day, these are (at least mostly, as far as anyone knows) kedan claiming allegiance to the dark one. Fear precipitates more fear, and with there being no real way of knowing whether one's neighbour may be secretly in a dangerous cult, suspicion is also high among their own.

High Crimes Review
In the wake of the attacks last month, there's a lot of damaged property that needs repair, and a lot of people who are in need of medical attention. The healers in the city are understandably overwhelmed. As the dust begins to settle, crews all over the city begin to assess the situation and make plans to begin recovery. The most earnest efforts begin at the Iron Circle construction site and the tram lines (which are, for up to a week, out of commission).
There is a call put out for volunteers to assist with all manner of recovery efforts. Those kedan who are especially suspicious and accusatory of the Foreigners seem to expect that they'll all show up to clean up their mess, while the rest are more interested in focusing on coming together in the face of tragedy.

High Crimes Review
While the Council had been intending to formally release the list of high crimes at the end of May, Daseng's announcement and the subsequent attacks on the Sagala market, Ban Om temple, and other targets around the city have effectively put that on hold. In a way, although none will voice it as such, this is perhaps a bit of a silver lining: this incident addresses one of the things that was intended to fall under the High Crimes purview. In light of this, it may be required to revise more detail, especially if the cultist crimes -- rightly considered terrorism -- are on the rise.
A second Courtyard meeting is planned for later this month, although its timing is being left obscure for the moment-- the representatives for each Guild will be contacted through quieter means, so as to not advertise the gathering of the city's figureheads at a specified time and place. There's no sense in making the cultists' job easier, after all.
In the meantime, each Guild’s members are encouraged to bring their concerns and suggestions to their representatives, so that an informed contribution can be made by them when the meeting does happen.

Guilds & Groups
If it's one thing the Guilds can find to unite over, it's a loathing of Malicant and the cultists who insist on claiming his return. The new structure of the guilds and the way the city's resources are now divided up seems to make Keeliai's recovery go more smoothly than many had anticipated.

The twins are understandably angry and upset that the festival they held was targeted in such a way, particularly given the theme of the event. While not personally injured, they nevertheless are taking an active and personal role in aiding those who were, and it's drawing notice amongst the kedan... and approval. Volunteers to help repair damages to the temple are welcome from all areas, particularly since many of these damages aren't structural and thus more suited the the general populace.
Ultimately, the Ban Om's stance on the cultists' newfound aggression is that they are becoming afraid and lashing out, not because they have any proof of Malicant's return. Over the next few weeks, there will be several gatherings with a focus on helping those who are still having trouble coping with the idea of Malicant.

Kyde will be in the thick of repair efforts, and instructing the Board to donate any chemical resources that the Healer’s Guild might be short on. Especially the resources needed for flushing Red Mist out of the system. Members of the guild are encouraged to devoting their time and efforts in finding solutions to neutralizing or minimizing the effects of Red Mist, and Kyde will be doubling down on his own work later into the month.
About 2/3rds into June, a group of young kedan chemists will be attempting to test a possible preventative solution on live subjects. They will be bribing Foreigners and kedan alike to imbibe the solution, though when their antics are discovered, they’ll face severe disciplinary actions. Should your character take the solution, they’ll experience nausea, possible vomiting, and migraines.

MERCHANTS GUILD
As with during the hurricane cleanup, the Merchant's Guild has deemed the cultist attacks throughout the city as beyond anyone's control (although certain Foreigners may get some dour looks) and issued supplemental funds to help with those who were personally affected by the incidents. This could be in the form of repairing damage caused by the runaway trams, or replacing merchandise destroyed by those affected by Red Mist, or even filling in some missing wages of those who are unable to work while they recuperate from being dosed.
Odyni herself was mildly affected by the Red Mist, having been at the Ban Om festival, although she escaped the area with only a couple bumps and bruises. Predictably, the situation at large has not improved her outlook on Foreigners as a whole.

SERVICE WORKERS ASSOCIATION
The Association is among the wealthier Guilds, in part by virtue of the large number of members; this month, the leadership agrees that their resources, financial and otherwise, should be turned primarily towards cleanup and recovery efforts. Many of those members who were seeking employment have been hired for the duration to assist with reconstruction and provide services to those who need assistance or care - they are able to fill niches wherever possible, typically in support positions. Those members with cooking skills coordinate through the guild to donate food to shelters and anyone who's been displaced.
Rosyn spends most of the month coordinate with other guilds and overseeing a lot of logistics. As a result, she goes all over the city, and isn't found at the Lantern very often. Her typical blunt manner helps clear egos out of the way in a few tense situations. Usayi is getting very tired of having to clean up the city, because it doesn't stop happening. The CTC is putting most of their efforts toward benefiting the city this month, with the side effect that some of their businesses suffer. Some kedan are vocal about this. Some kedan aren't. Usayi in particular is especially cranky, and despite all his efforts for unity and peacefulness will be short and biting with any Foreigners who need or want to speak to him. ...Much more than usual, that is.

GUILD OF JUSTICE AND ARBITRATION
After the attack on the Iron Circle, the Guild of Justice and Arbitration’s productivity has taken a nosedive, as most of their operations had moved to their new offices. There’s a scramble to get things going in their old office in Central, but there’s still a backlog in cases that need to be addressed.
Interestingly, Eliyen can be found more often than not helping with the reconstruction efforts on the Iron Circle, having shapeshifted herself into a taller, more solidly muscular form, though still recognizably herself. She’ll converse with Foreigners if approached, but will be characteristically curt. If asked about Sherlock, she will be uncharacteristically impolite. This may be a chance for Foreigners to expand their kedanese vocabulary in the most important way - swear words.

There's still recovery going on from the last cultist attack that ruined the greenhouses and hydroponics, and since the greater part of the Natural Resources Guild works outside the city, they're a little more distant than some of the other guilds in terms of assistance. Cheym will patiently remind anyone who grumbles about this that with the warmer turn of weather, this is a critical time to bring the production of food back to greater than subsistence levels. That said, those who can be spared from the careful tending of the fields come in groups throughout the month to volunteer primarily at the Healers Guild.
COLLEGIATE SOCIETY
While the Collegiate Society suffered no direct damages in the attacks, property or resource wise, they are eager to lend a hand to those who require it... even if they don't always ask for it. In addition, the College offers space on both its campuses for those who are temporarily displaced, or simply not comfortable regarding their living situations.
Bralon makes himself available as a counselor to anyone who was affected by the attack, whether in the form of being hit with the Red Mist themselves, being attacked by anyone who was, or who found themselves in danger in some other way. Like any professional, he promises confidentiality and no judgment. The offer is universal for both kedan and Foreigners, and one can either drop by his office and the College, or ask to meet him elsewhere.

HEALERS GUILD
The Healers Guild is stretched exceptionally thin this month. Both Suhiet and Raine seem constantly harried toward the beginning of the month, and overall they're low on resources, kedanpower, and time. The response to the attacks, while it's been prompt and thorough, has taken a lot out of everyone, and anyone bringing in a trivial complaint, while they won't be turned away, will find that they wait a long time and gather many exasperated, long-suffering looks.
Economy
"Cautious" would be an understatement. So would “pessimistic”. Shops are opening late and shutting early, and merchants are shifty throughout the day. Many shops and stalls outright refuse Foreigner patronage, though others with better foresight are taking the opportunity to court their loyalty to their businesses. There’s an uptick in the availability of perishables now that the first crops from the repaired hydroponics systems have made it to the markets, though buyers are cautious about the wares.
Overall, the economy isn’t doing too well, as people are more concerned about the rash of attacks from cultists than making money.

Crime
After the attacks in late May, incidents of crime actually nosedive, as if even the most opportunistic of criminals have the good sense to lay off for a while. Some of the remaining gangs that haven't already been co-opted for consulting with the KPD actually call for a complete truce, instructing their members to redirect attention towards recovery rather than furthering the chaos. This isn't successful everywhere, and leads to some internal squabbling among these groups, but it's largely kept behind closed doors. Theft remains the most common crime reported, and even that is minimal compared to most other months.
Technology
As with most everything else in the city, technological advancement declines significantly. Those resources typically devoted towards new research and development are turned towards rebuilding, replacing what technology was destroyed. Particular attention is given to repairing the tram lines; if the normal order of things is restored, then life can continue. The most challenging is dealing with the tram that came off the rails, but there's determination in the work. Towards the end of the month, there is some retrofitting that begins to make the lines safer in the event of a similar incident, including ways to limit speed more effectively.

This is going to be the major plotline for the next little bit, but we're going to follow it with some downtime and much lighter events throughout the summer.
