So that's our outline for the month of May! If you have any questions about these happenings, please use the Questions comment below. Otherwise, this post is free space for monthly OOC plotting.
Here's what we've got lined up for May 2017:
Weather
As the weather gets warmer this month, the sun makes increasingly more frequent appearances. Rain is scarce in the latter half of the month, though the temperatures remain consistent. Many Kedan are predicting a hot, dry summer to come.
Kedan/Foreigner Relations
Though the weather is bright and clear for much of the month, kedan and Foreigner relations have taken a much stormier turn. The skeleton crew of Foreigners helping in the aftermath of the latest Dust attacks has left many kedan suspicious, though others have come to their defense saying quite a few were afflicted by the poisoning.
Bakura’s arrest following his attack on a kedanese woman has led to some rumours among the kedan that there are cultists among the Foreigners, perhaps disguised as prominent figures or as newcomers. While most don’t pay heed to these rumours, they have been gaining traction among the more conspiracy minded kedan.
The effects of the previous month’s Dust contamination have further-reaching effects than public health. While most kedan accept the penalties of brief jail time, monetary recompense, and community service, there are a few friends and family of the apprehended and sentenced who find the practice of applying the Guild’s usual standard of justice in this situation to be unfair. There are small protests throughout the month, which disperse as the kedan in question are released from jail.
The somewhat tense state of affairs isn't helped by the apparent lack of organization of the Foreigners Guild. It has been noted that the Foreigners are in discussion primarily through the network, and that does help some, but many kedan are waiting to see what happens when the call for the Foreigners' representatives is made - if anything happens at all.

ON THE MATTER OF HIGH CRIMES - May 10
SPRING CLEANSING - May 25
The first meeting called under the new governing system is to establish a list of High Crimes which require sentencing by agreement of all the Guilds. Such crimes as murder, kidnapping, and arson are to be considered, and a preliminary or draft list will be circulated to Guild leaders and, for the Foreigners, to the Welcome Center, as an alternate point of contact has not yet been established.
Announcements are made that the gathering will be held on May 10th. As always, the Courtyard meetings are open to everyone, but it is primarily the Guild representatives who will be speaking. By the time of the meeting, the structure and leadership of the Foreigners Guild is expected to be decided.

SPRING CLEANSING - May 25
With the run of bad luck and sabotage, as well as the Dust-influence attacks, there has been a lot of mutterings and worry about curses falling on the city. The Ban Om Temple has been seeing a large uptick in attendance as a result, and in response to these concerns, the Temple will hold a revival of sorts - a spring cleansing. Blessings will be offered for all attendees, and there will be opportunities to build new spirit houses to replace those that have been damaged or destroyed.
The ceremonies will be held in the latter half of the month, and continue for several days. All are welcome!

NPCs & Families
With the formation of the guilds, the various figureheads in the city are, at least on the surface, all playing nicely with each other. The cultists might have disrupted the hydroponics work, but they may have inadvertently prompted more cooperation between the newly established city leaders.

The generosity of those who helped out after the Temple thefts has not gone unnoticed, and the Ban Om will be an outlier in the mutterings of discontent about the Foreigners. Both Kieue and Kuhie will have nothing but positive approval and mild chastisement for those who are gossiping about the Foreigners not helping to their full capability. In light of the cultist attacks, the twins will be coordinating a cleansing ceremony in the latter half of the month, but they can be found making plans and preparations for it in the weeks leading up to that date.
KYDE
This month, Kyde will be publishing a paper with all his findings on Dust and it’s more virulent counterpart Red Mist. There will be some controversy about the publishing of these papers as it could give the Cultists an idea of where their enemies are at in their investigations. Kyde, however, remains of the firm stance that being open with information, especially with Foreigners, is vital for their growing relationships and will urge others to do the same.
He will also be part of the protests early in the month, passing out fliers and explaining that while in most cases, Dust simply lowers inhibitions, there are cases where it completely removes them. Often in Kedan who are already mentally ill or taking certain medicines, Dust can act much more viciously and in those cases, the person cannot control their actions. While not completely against the arrests, he is of the firm belief that these things should be viewed as a case-by-case basis, because every reaction to drugs (especially drugs taken without one’s consent and in varying doses) is different.

MILYN
Milyn's in... not quite a temper, given her personality, but certainly a state of not her usual cheer following the Dust attacks on the hydroponics facilities. She's pitching in wholeheartedly with assisting the sanitation and filtration work, which more than one person remarks is pretty hypocritical, considering her involvement in the drug's creation. But those who actually take the time to speak with her on the matter will find that she's equal parts indignant and distressed that something she's had a hand in is being used to hurt rather than help.
ODYNI
Odyni is anxious and fretful for the first week of the month, leading up to her Guild examinations, and anyone who brings a frivolous thing to her is likely to get the poorest reception. Once the examination days have passed, she's... still anxious and fretful, waiting to hear back on the results. Those seeking to deal with the liaison for the Merchants Guild should be prepared to stand their ground if they don't want to be chased out of her office this month.
ROSYN
In an effort to keep the new Guild system on even footing, Rosyn does her best to be a guiding hand this month, avoiding much discussion of the morality and legality of how those who committed crimes under the influence of Dust are being treated. She'll advocate for her workers and is very vocal about safety this month, but won't get tricked into saying one way or another whether she approves of the current judicial process. Her focus is solidly on plans for the new Xiadeng Hall, and on finalizing arrangements for the Service Workers Association. As such, she's far less available to meet with anyone extraneous in May, but if you really need to see her she may be able to squeeze in an appointment.
Given that her attention is largely elsewhere, the day-to-day management of the Shaded Lantern is in the hands of her extremely well-trained employees, who she has been preparing for the changeover. As such, there's very little disruption in operations - they can't be disappointing patrons, after all.

USAYI
Usayi's shop has been quiet this month, his focus on the problem of food and getting people to work together and continue working together rather than his craft. His business suffers a little for it, and he seems constantly harried when he's seen around the greenhouses and hydroponics facilities.
Opinions aren't easy to get out of him when he's busy, but on the whole when he starts talking it's difficult to stop him. He seems to see the current pattern of arrests and protests as unlikely to result in anything resembling unity, and it's frustrating him, but he's withholding any concrete action for the moment, rather watching what Eliyen is going to do.

ELIYEN
After the previous month’s Dust contamination and the subsequent crime wave, the Guild of Justice and Arbitration is still backlogged with cases. Eliyen has her hands more than full with this situation. The new official alliance with the KPD has helped because their interests align, but while the KPD is in charge of seeking out and apprehending criminals, the Guild is in charge of applying the law...which means they’ve also taken on a good deal of the KPD’s paperwork. The Arbitrator can be found either in her office in Central or in the temporary Guild office under construction in the Iron Circle, and while she’s busy with paperwork and cases, she’ll be happy to talk to anyone...as long as they’re not wasting her time.
Economy
In the wake of the sabotage of the greenhouses and hydroponics facilities, and the subsequent disruptions due to Dust-affected individuals, the economy slows significantly. With apprehension about where or when the cultists will strike next, many people are waiting with bated breath to see if the situation in the city improves or not.
Food prices continue to be problematic as the new crop is planted, but there's suspicion about whether the food is actually safe to eat or not in the case of fresh produce. Despite assurances by the Natural Resources Guild that all Dust-tained products have been accounted for and destroyed, distrust continues.
There are, however, still hopes about the launching of the new Guild system. Prominent members of the city have stood up in the face of these incidents, and the continued efforts to emplace the Guilds (as well as the strong assurances from leaders) prevents the economy from totally bottoming out.

Crime takes a dip after the rash of arrests during the Dust incident, now that there is some real semblance of order in the city. Especially order that is willing to exercise its authority. After the previous month, the Guild of Justice and Arbitration has been brought back into the forefront as part of the kedan law and order system, which it had been struggling to do since the reign of the Snakes. The new legal bloc of the Guild and the KPD might be part of what’s keeping the criminals on their toes.
Technology
Amid the apparent chaos of the sabotage, there has been a big push to improve the detection and filtration systems for the new greenhouses and hydroponics facilities. Researches and engineers alike have been working hard to help improve how water is diverted from the main supply, and while there are some experiments going on with filters, the greater focus is on essentially quarantining and treating or testing the water that goes to supply the growing facilities.
New cisterns are being tested for retrofitting to isolate the water, and quick testing methods are being devised to make it simple to test for Dust (and eventually Lucid and Red Mist, if possible) on a daily basis, much like testing the pH of a fish tank. Although some kedan welcome Foreigner involvement, others - particularly those aligned with the Natural Resources Guild - are colder in the face of such offers. No one will really say why.

As announced in the April State of the Shell, we are implementing a city-wide guild structure, which is mandatory for the characters ICly to participate in. As part of that, we set up April as a chance for the Foreigners to learn a little about the guilds, and now it's time for them to make their choices as to which one they want to commit to. This is also part of your April AC, so make sure you've filled out your choice before submitting your AC.
The other major thing of note is that the rest of the Guilds are expecting the Foreigners Guild to have established a leadership structure by the time the Courtyard meeting is called mid-month. The initial discussion on it was HERE, but OOCly a decision from the player base still needs to be reached; please use this itinerary post for it!
