The point of a last resort is that one has tried everything else that might work, first.

Pepper is... loath to take hard steps unless it's absolutely necessary.

You cannot ever be completely sure, of course. You must examine what you know of the situation, and make a decision based on that, and judge if the risks of leaving it too late are worth the risks of being wrong.
