Here's what we've got lined up for April:
Weather
With April comes... more of the same chill, damp weather. At least it only snows a handful of times this month, and although it doesn't rain, everything, everywhere continues to be damp (and frankly, starting to smell fishy. Literally.) It seems that large schools of nop-nop fish -- a two-headed thing that looks vaguely like a cross between a trout and a barnacle -- have begun their yearly spawning run. These fish are the only source of non-Rakenga meat the Tavimbians get to enjoy, so the fishing season -- lasting only the one month -- is highly anticipated by all races.
The Tavimbians also have no clue why talking about the nop-nop, pronounced nope, nope, seems to send most of the Foreigners into snickering. Explaining it to them doesn't help.
There is some concern that Tu Vishan being beached against Tavimbi may be disrupting the nop-nop schools, but there's really nothing that can be done about that now, is there?

Kedan/Foreigner Relations
Attitudes toward the Foreigners have significantly cooled this month, thanks primarily to Fletcher's network post. Most of the kedan didn't know there was trouble, as Milyn had continued her work the same as she always did; the knowledge that, suddenly, she's dead does not go down well.
The kedan don't blame the Foreigners for her death -- at least, most of them don't; there are always some who try to blame the Foreigners for every major change in Keeliai -- but they do blame the Foreigners for keeping Milyn's funeral a secret. Ever since the date of the broadcast, her clinic has been a medley of flowers, dolls and gifts for the departed soul, and any Foreigner who tries to attend the frequent little gatherings there will be unsubtly -- though non-violently -- shut out. There are renewed mutterings about the Foreigners' belief that they have more right to dictate cultural processes than the kedan do, and bitter glares that the Foreigners have claimed Milyn's body without seeing fit to return her to her people.
For the most part, this seems to be overtaking any desire to find out who actually murdered her -- but only for the most part. There seem to be a small group of kedan who are determined to find out the truth, and have no compunction about asking Foreigners questions … a lot of questions. The most prominent of them is: Where is Milyn's body? (Some of them, to their detriment, have no issue with asking Snakes questions, either.)
Unfortunately, word of the murder has also spread into Hatal, and while there's no legal consequences to be faced by any of the visiting Foreigners or kedan since the incident happened in Tu Vishan's jurisdiction, some of the Hatal populace are understandably a little more wary of the visitors than previously. The result of this is that large gatherings of Foreigners may be avoided, particularly in lesser populated areas on Hatal, and all Foreigners will experience an uptick in their pass stamp card being checked more frequently, and those who are unable to present it on their person will be subject to lawful punishment, rather than being well-humoured as it might have been in the past.

MYSTERY EVENT - NEWS FROM AFAR - APRIL 4
Last month, the Xojan departed for Zirot as part of their regular trade routes, but upon their return, asked to speak with the Dexedi almost immediately. It seems that while in Zirot, the Xojan were approached by a stranger who requested that the Xojan return with a message: they were claiming to be a Foreigner-- not one of the current crop, but one from the last batch of Foreigners summoned over 300 years prior by Emperor Eshai.
This message will be relayed to the Dexedi, who will format it to be capable of being played on both private server screens in Hatal, and consoles in Keeliai.
Log Note: This event will not have a mod-posted log, but will have a console post going up on the 4th, after which players are encouraged to brainstorm and refine their list of questions in the comment provided below.
4TH WALL - APRIL 15 - APRIL 30
Tu Shanshu's second 4th wall event will be held from April 15-30 (see dates moved from last itinerary due to plotty things). As stated, a separate OOC post will be going up no later than the 10th to outline the happenings of those two weeks, and as with last year, the OOC post will have a "check in" spot where visiting players can list the journals they wish to be given access to the comms for the duration of the event.
Log Note: The 4th Wall will have a mod-posted event log.

NPCs & Families
March, surprisingly, was a bit of a Busy Month as far as the NPCs go. (IC and OOC links can be found on this post, put together by the lovely Cinna.) Essentially, the Families are very, very divided. The Metalworkers are keeping well out of things, but tensions between the Woodsmen and the Snakes are suddenly at an all-time high. It's not uncommon to see conflicts between them in the streets, or to see Woodsmen defend targets of the Snakes' ire -- including Foreigners.
About halfway through April, an anonymous donation to the Healers' Guild of a very specific kind of cultivated herb-based healing agent seems to ease public tensions between the two Families a bit. A note with the anonymous donation specifies that Yunxu should be the first patient treated with the healing agent, but apart from this one clue, no one seems to know what the heck is going on.

TU YUNXU
Meisheng, whom some of the Foreigners will recognise as the Snake who attempted to assassinate Milyn, has vanished entirely from Keeliai. None of the Snakes seem to know where she is, and most will seem genuinely confused by her disappearance -- she had been absolutely loyal to Yunxu, after all.
Yunxu has also vanished from the public eye, and the guard around his mansion has practically tripled. The attempt on Yunxu's life by person or persons unknown is fairly common knowledge -- it's not announced, but it's not hidden either. Yunxu claims not to have any idea who attacked him. Some believe that; some don't. Regardless, most kedan now believe whoever wants Milyn dead also wanted Yunxu dead.
There are, however, a few Foreigners who no longer seem to enjoy the diplomatic immunity of months past. Fletch, as the Foreigner who announced Milyn's death, will find himself harassed and followed by various Snakes and other gang members throughout the month, always for petty reasons but never quite crossing the line into violence. By contrast, Jackie seems to have been put on some sort of hit list. The Snakes won't bother him while he's inside or walking with someone else -- they'll just watch. But should they catch him alone, they will -- ahem -- teach him a lesson. Foreigners can't die, but they can certainly be hurt.
Yuri gets some mixed reactions. Officially, he rescued Yunxu from an assassin and is deserving of the Snakes' respect -- which, to an extent, he receives. But not every Snake believes Yuri had nothing to do with the attack, and some of them are willing to act on those suspicions, treating him the same way they might treat a minor criminal who annoyed one too many people.

ZANRU/XUIYU
This month, Xuiyu and the Metalworkers are staying the hell away. It's the equivalent of someone throwing up their hands and backing off carefully. Something's gone down, which is obvious enough -- but Xuiyu is flatly refusing to start asking about Yunxu's feelings, even when people ask whether she can do anything about Yunxu's current mood.
She can be seen a few times at Milyn's clinic, though, and she's also -- perhaps surprisingly -- seen around the Healer's Guild, talking to some of the orderlies who handle autopsies. If anyone asks Xuiyu whether she's afraid of being a target, the way Yunxu was and Heojin apparently fears, she'll only look surprised and then exasperated. It won't stop her doing her bloody job, people, gosh.
Moreover, one or two of the detective kedan poking into Milyn's murder have been seen around SI. The Metalworkers aren't getting overtly involved by talking to Yunxu or demanding culpability, but it seems they suspect something is off about the whole affair and are making some overtures of their own.
In a completely unrelated sighting, there is someone who seems to be keeping a close eye on the Chihuelans in Hatal this month -- while avoiding them very carefully. Though she keeps her appearance covered, anyone who knows Zanru's manner might be able to figure out it's her based on descriptions of her brusqueness and colourful language. She remains very difficult to find and talk to, however.

HEOJIN
The Woodsmen have closed ranks, extremely suddenly. Where before they seemed to be opening up by taking play-date groups into Hatal, those excursions are apparently over. Any time the Woodsmen enter Keeliai, they are once more armed -- if only with farm implements -- and wear thick leather under the guise of needing warm clothes against the cooler weather.
Strangely enough, the Woodsmen appear to be friendlier toward the Foreigners than to most of their fellow kedan -- particularly the Snakes. If a Foreigner is alone, especially later in the day, it won't be uncommon for a Woodsman to engage in conversation and travel with them to their destination as if they 'just happened' to be going to the same place, or ask if they'd like some company for a drink at a bar, or otherwise make sure the Foreigners aren't left unguarded. This is especially true in areas where the Snakes are known to patrol; Woodsmen will actively step in if they see a Snake harassing a Foreigner for no apparent reason.
Heojin himself is still visible … strangely often, as a matter of fact. Indeed, it's almost as if he's been seen in multiple locations at once. If asked, none of the Woodsmen will deny the use of body-doubles -- at least to the Foreigners -- but none of them will say who the real Heojin is, either. They're worried about someone trying to hurt Heojin, even if they don't think it'll be the Foreigners; and given the attempt on Yunxu's life, most kedan are willing to accept the necessity of the body-doubles.

MILYN
While the Cherrywood Healer did survive the assassination attempt made on her, thanks to a combination of some quick-thinking internal organ rearrangement, and the dedicated efforts of the Foreigners to keep her alive in the immediate aftermath, she is far from being completely recovered. Fletch's deception in order to ferret out the truth about who instigated the attack and why has the city at odds with itself, and she's (understandably) uneasy about where this will all lead.
At present, she's under the supervision and care of House Iron Dragon, and her presence is being magically shielded to prevent the ruse from being discovered. She will also be insistent to anyone who listens that Meisheng not receive any punishment for what she did, if or when she turns up -- she has a newborn, after all!

AROYAN
Aroyan seems rather taken aback with the sudden shift in the political landscape of Keeliai, and with good reason: fracturing alliances are bad for business. It's more than a little rumored that the Coin Magician is working hard behind the scenes to keep the economic wheels greased between the Families, although even his monetary sleights of hand may not be enough to fix all the ill-will in the city. As a result, he spends much of his time moving throughout the various Sectors, looking more than a little harried.
Economy
Like with any political unrest, the result of the Families' upheaval in the city is making waves on the economic fronts of Keeliai. Prices are going up considerably, particularly that of foods like fresh produce, as the possibility of a Woodsmen backlash has the potential to seriously disrupt the city's food resources. This begins to fade as the month goes on, as the Woodsmen maintain the cap on their prices established a year ago, formalised by the Merchant's Guild; once some of the panic wears off the cost of produce does lower, though doesn't quite reach the same prices as in March. Still, there's less produce available than there was, though this can be explained by the turn to colder weather -- the hydroponics are still not quite up and running.
The underground weapons market also sees a spike in illegal firearms purchases, although whether their intent is to be used for self-defense or siding with a particular faction remains to be seen. There's also a sudden uptick in some esoteric purchases -- some kinds of herbs which react in a manner not unlike fingerprint dust will suddenly be difficult to find, for instance, and some books at the library about kedanese physiology are now on waiting lists.

Crime
Crime is paused this month, but not in a good way -- this seems to be more of a calm before the storm. It's as though the collective petty criminals, gangs and other unscrupulous types are holding their breath to see what happens next, and no one is quite courageous enough to be the one to risk sparking a light.
A good part of this is not just anticipation, though; Milyn, after all, accepted all kinds of patients, even ones who couldn't strictly afford her services. Even criminals have some manner of respect, and it seems few are willing to break the law in the wake of her apparent death. Her clinic, in fact, will be guarded by an endless stream of gang-members, not always of the same gang, who take over shifts from each other to ensure there's no funny business at the place of her death.

Technology
As with last month, technology is still insular, but now the effect is compounded. Technology is highly secret; it's impossible these days for visitors to the Woodsmen to even see where they're looking into hydroponics, and at SI there's a number of closed and secured laboratories -- not including the one Klaus is sharing for his help on some research.
SI's research into energy shielding and weapons is ongoing, but security is so tight that it's impossible to tell how far along they are.
Meanwhile the College, while still pursuing its more esoteric research of developing either flight like the Xojan or steampowered deepsea technology, have dipped back into the more practical sciences -- namely, investigative techniques. Thanks to the handful of Foreign detectives over the past few years and their general curricular attention to practical sciences, the kedan have a decent understanding of how some chemicals and biological agents can make the unseen easier to see, with the result that some kinds of herbs and chemicals are quite in demand.

DOEMN
AYG
CHARAKO
RIS-ISS
CHIHUELO
Having not had much interaction with the Foreigners before now, Doemn does not have much reason to feel generous; it's possible that he's the one pushing for slightly more rigorous customs for their travel into Hatal. As a result he will be slightly haughty and sanctimonious this month, especially if it's pointed out that the Foreigners had tried to stop the murder. After all, there's only their word on that, isn't there?
AYG
Likewise Ayg has not had much interaction with the Foreigners and doesn't see much to care about -- though Ayg will admit that some of the technology showing up on Lorn Level is … interesting. 'Interesting' here may be a placeholder for something else, as Ayg doesn't seem inclined to discuss the exact mechanics of the slightly shifting architecture down there; but none of the Foreigners' shipments into Hatal necessary to help rebuild Lorn Level are impeded, either.
CHARAKO
The multiple positive interactions that the Dexedi foreman has had with the Foreigners is paying dividends to them this month, and despite the occasional objection from the workers under her, she continues to allow access to the Xunutane (always supervised, of course). This is excellent news for those Foreigners who are intending to pursue the unusual effects it seems to possess, and those looking to make connections to Tu Vishan's current state.
RIS-ISS
Having now met Foreigners eager to help his people for no apparent reason other than goodwill, Ris-iss has a highly approving view of the Foreigners. Foreigners going to the Lorn Level will find themselves welcomed by the kin'nal at large, and even those working on the upper levels are more likely to greet them -- even if briskly and without interrupting their work.
CHIHUELO
The number of Chihuelans in Hatal seems to have doubled this month, and although (wisely) none of them attempt to cross Hatal's borders onto Tu Vishan, some of the shopkeepers in Hatal will let the Foreigners know that the Chihuelans have been asking about the murder in Keeliai, including who was affected and what the general state of things seems to be.
So that's our outline for the month of April! If you have any questions about these happenings, please use the Questions comment below. Otherwise, this post is free space for monthly OOC plotting.
