Dang, that's hard. Earthbending is everything to Toph. It's her definition of herself, her defense, her pride, and so much more. It's absolutely integral to her being. But on the other hand, her friends are her motivation. When Toph makes bonds like she has in canon, she makes them absolutely.

Tushan Toph would find it a moderately easier question than canon Toph, if only because she's been without her powers: She would take her friends. She's learned to be awesome in other ways and defend herself without her earthbending.

I think probably canon Toph would make the same choice. Just so, so much more painfully.

In the end, loyalty and love win. She's more attached and sentimental than she likes to think.
