So that's our outline for the month of July! If you have any questions about these happenings, please use the Questions comment below. Otherwise, this post is free space for monthly OOC plotting.
Here's what we've got lined up for July:
Weather
The first week of the month will see the strong winds of an approaching storm. Though the storm proper will miss Tu Vishan and the lower edge of Zeshora, the winds will occasionally reach gale force. Although the Erol’a city of Atoce is well protected within its walls, Uessaire will buckle down somewhat and pull in, its bridges and boats becoming more densely packed.
In the end, these winds will dislodge Tu Vishan from the reefs and enable the turtle to draft away from the continent, after which the winds will ease. The weather will continue to be overcast, and grow more humid as the month goes on, but although there’s an edge of dampness everywhere, there’ll be little in the way of rain.

Kedan/Foreigner Relations
Though the kedan are still somewhat belligerent toward the Foreigners this month, for the most part it seems to be out of habit, since the incidents of Foreigner-caused public damage were fixed and paid for by those involved, and there are rumours of a Foreigner activist talking to kedan specifically to get their stories for publishing. The kedan involved in these activities seem generally satisfied with the results, though in a potentially backhanded way, with grumbles about the Foreigners finally taking some responsibility.
Overall, the greatest backlash is from those who were relying on trade with the Erol’a and no longer have it. This is most evident in kedan who deal in foodstuffs and trades relying on craftsmanship, as the resources for both are limited by circumstance on the turtle. While some of the merchants are willing to blame the Foreigners wholesale, there are also a great many -- mostly parents -- who are more angered by what they see as bad parenting. The adult Foreigners shouldn’t be surprised to have kedan giving them tips on handling their teenaged ‘wards’, and even the insistence that the adult Foreigners aren’t responsible for the younger Foreigners will only be met with dubious acknowledgement, or outright lectures as to familial responsibilities, as that's a highly important social aspect in kedanese society.

STARK INDUSTRIES CHANGEOVER - JULY 4th
MYSTERY EVENT - DISAPPEARANCES - JULY 10th
On July the 4th a date of complete and total coincidence on the kedan’s part, of course there will be an emergency meeting in the Courtyard of Public Opinion called by Stark Industries stakeholders, demanding Zanru’s presence. The stakeholders are led by Xuiyu, and they come bearing the paperwork to remove Zanru as CEO of Stark Industries.
Though the Foreigners won’t be explicitly involved in the processes of the changeover, it is happening in a public place, and Foreigners are allowed to attend just the same as any kedan concerned with the running and future of Stark Industries.

MYSTERY EVENT - DISAPPEARANCES - JULY 10th
Not long after leaving Zeshora, all the soul-gemmed kedan will vanish. There will be no evidence of foul play or kidnappings; the kedan in question will simply be gone. The families still with soul-gemmed kedan under their care will put every effort into finding them, and even request help from any investigators available.
Additionally, one of the emissaries vanishes at the same time. Ingsthya, the commerce and trade ambassador, is reported missing by a distraught Eiryam and a grim Azehaiss. It turns out that there were not seven victims of the mysterious muggings, but eight, and they kept it quiet for fear of provoking more attacks on them, given that they were especially visible among the citizens of Keeliai.
There will even be a Snake- and Metalworker-sponsored team going into the sewers, and the Woodsmen will perform searches outside the city, but find no trace of the soul-gemmed victims having left. Similarly, any investigations performed by Foreigners will turn up with nothing conclusive.

NPCs & Families
In July, the NPCs seem to come together somewhat; though not precisely allying, they’re closing ranks and presenting a unified front to Keeliai’s public as a whole in response to the loss of the soul-gemmed kedan.

The Snakes are in full attendance throughout Keeliai, patrolling the streets in a deliberately obvious and armed manner. They have direct orders from Yunxu not to engage with the Foreigners in any way; if a Foreigner harrasses them or breaks a law, they’re to report directly to Yunxu, who will then take care of it personally. Because of this, the Foreigners are enjoying something of an unofficial diplomatic immunity.
Yunxu himself barely leaves the mansion this month, relying instead on Meisheng and his personal guard to present a public face and keep the peace. Meisheng doesn’t look any better than she did last month; she’s still refusing to shapeshift, still constantly pale and looking slightly sick. She can occasionally be seen taking what look like health supplements, leading to rumours of a particularly bad and persistent case of the zhyris virus. Anyone who tries pointing this out to her, however, will discover that her withering glares haven’t faded in the slightest.

The Metalworkers are in minor upheaval this month. Stark Industries will be enduring a few minor changes, primarily to facilitate a more committee-centred powerbase, though Xuiyu is going to remain one of the leading voices (grudgingly and grumpily, it has to be said). She’s also unanimously the spokesperson for the Metalworkers to the Foreigners.
While Stark Industries was the leading source of revenue for the family, it wasn’t the only one, and the family is placing more emphasis on smaller industries and blacksmithing.
Though Zanru will be offered the run of a lucrative smithing business for her semi-retirement after Tu Vishan leaves Zeshora, Zanru can be seen approaching a sewer entrance near the city gates; then nothing. Where she is after that will be unknown, even to her cousin.

MILYN
It was bound to happen, and Milyn's constant attending to zhyris infected kedan has resulted in her also contracting a case of it. She will be not-quite bedridden for the last week of the landfall, but won't be in much condition to leave her home either, which is the upper level of her apothecary. She'll be leaving the further containment of the virus this month to the Healer's Guild, but she'll make a wan reappearance in the latter half of the month, when she'll begin retaking blood donations in hopes of better understanding the virus. To that end, she'll seem mildly frustrated -- she's good at her trade, and having this outbreak continually spreading makes her feel inadequate as a Healer.
AROYAN
Aroyan has been vibrantly productive this last month, and even though the outcome of the Erol'a trade agreements was far less than what he'd been hoping for, he was smart enough to get them signed in stages as each were approved, so the ones that have been inked already can't be reneged on! Between that and the continued signing of new lots and properties in the Sky Sector, and handling loans for the new businesses being set up, he's a bit harder to get a hold of this month. But he'll still make time for any Foreigners who wish to open shop in the Sky district-- indeed, he's the only point of contact for those who wish to do so at the moment. He'll probably ask them cheekishly if they had a good time in Zeshora.
Word is that he's also looking for one or two assistants to help him organize things, and he's not biased one way or another whether they're kedan or Foreigners, so long as they can do the work. Anyone interested in what that entails can find him around the city, or at the Merchant's Guild itself in the Earth Sector.

Economy
Keeliai’s economy is seeing a low this month, due to unrealised trades from the Erol’a. While the kedan did restock supplies as far as they could, using the old ways of ocean harvesting while the turtle was at rest, the unfulfilled expectation of new produce has raised a number of prices and left a few shortages.
Stark Industries is seen as a bit of a long shot while it undergoes its changeover; that being said, SI is being viewed with hopefulness that the changes will bring about some needed revitalisation. Crime
With the major NPC players this month seeming either occupied, distracted or busy, there are some smaller gangs -- teams, really -- that are beginning to organize. Unlike the group mentality of the streetgangs or the fanaticism of the cultists, these troupes are working on small, focused jobs, the majority of which involve some kind of con. The resulting crimes are almost always without injury, as if they've been planned to be non-lethal. There have been reports of the crimes themselves, but there have been no usable descriptions -- it seems that most, if not all, of the kedan participating in these cons are exceptional shapeshifters, and have been completely able to obscure their features. There doesn't seem to be rhyme nor reason to their targets just yet, as if they're still finding their footing.
Technology
Progression of technology is at a temporary halt this month while the construction of the College’s larger research facilities are the focus. Similarly, SI is too concerned with the changeover to produce much, but its smaller sister facilities, particularly the old-style blacksmiths, will turn out with a range of quaint but practical objects to compensate, thanks to some ore they did manage to trade for or scavenge from Zeshora.
The weapon rumoured to be under Snake development last month has apparently fizzled due to an untenable number of injuries during development, though it has to be said that some Snake researchers have been seen talking to College associates.

EVIDET
The Bresilykians emissaries have been in discussion with each other for over a month now, but with the disappearance of Ingsthya, their minds seem made up. For the last week of the month of June and the first few days of July, they'll be packing their things and making preparations to stay, at least temporarily, among the Erol'a. Since the Bresilykians had no direct involvement with the incidents during the landfall, and they make it plain to the Erol'a that they're not staying permanently in Zeshora, the Erol'a are willing to let them stay until the next trading vessel arrives in Zeshora to take them back to Evidet.
The overall interaction outcome of the months with the Bresilykian emissaries ends neutral. They don't bear ill-will on the kedan or the Foreigners directly, since they consider the cultists to be responsible for the attacks, and they don't hold the general populace accountable for the actions of the fanatics. ZESHORA
Tu Vishan's contact with Zeshora and the Erol'a could have gone better (although, admittedly, it could have gone worse too), the overall state with them has degraded from positive to neutral. The Erol'a will put out an official statement that while Tu Vishan is welcome to return for future visits, both the kedan and the Foreigners will be subjected to much harsher rules next time, and much stiffer penalties for breaking them. Additionally, a six month sanction of trade with Keeliai has been imposed, although they did relent and say that if they hear anything else from the hatchling turtles, they will pass that information along unreservedly.
CHIHUELO
Word has arrived from the Chihulean continent, from the city of Vesquesam, in the southern territory, that their Grand Justicar will be arriving to Tu Vishan. Their stated purpose? To capture Celaunn and return her to Atamsichar for trial, and to deal with any remaining Chihuleans from the invasion. Since the current (presumed) status of relations with Chihuelo is negative given the invasion and all, this announcement, seeming devoid of subterfuge, comes as something of a surprise.

Otherwise the kedan are genuinely and earnestly investigating the problem, so they're willing to take criticism if it furthers those efforts. Any details other than that are up to you!
Some drug research is probably also being done, given the relatively recent resurgence of 'street entertainment', though obviously any specific outcomes regarding that should be a plot development request, since that's a fairly big plot right now. (That being said there's a few PCs with opportunities/info regarding that, so this might also be a good opportunity to collate some clues.)

Also, Valdis is going to try to find out if the turtle is still alive by using her death magic to open a pathway into the turtle's consciouness and try to find its soul. Just as she did here.
If anyone would like to aid her in this endeavor, aka prevent her from dying, please let me know so that we can plot it out more and I can create a player event to submit for the mods.
