Luckily for Peggy, the thief, in his desperate dash to get away, ended up running smack into someone else. The other man was shoved out of the way, only to round on the fleeing man, freeing a staff from the holster on his back and making a thrusting sort of motion towards him. In the next moment the air around the thief cools, slowing him down, and in another he's frozen almost solid. He walked the few steps to close the distance between them.
"That was both extremely rude, and extremely stupid. And what's this?" He cracked the ice around the man's hand, plucking Peggy's purse from his grip, ignoring his muffled protests. "Ah, well that answers the question of why you were running at least."
Peggy was certain that the thief was going to escape. Perhaps if she knew the streets better she would have a chance but at this time, she was at a disadvantage. At lest she had been until the purse snatcher collided with someone and...
Stumbling to a halt, she stared as the air around the thief seemed to break a few of the natural laws and he seems... frozen.
Taking in the strange sight, she pushed aside her shock to focus on the person who had retrieved her bag. "That's mine. Thank you for -" Freezing someone? That didn't sound quite right even if it was true. "-your assistance." Looking at the protesting thief, she couldn't help asking, "What exactly did you do to him?"
Oh, he didn't just seem frozen, he was. Not solid of course, and nothing that would cause any lasting harm provided he wasn't held there long enough for frostbite to set in, but for all intents and purposes he was a thiefsicle.
Dorian smiled charmingly, handing the purse over to Peggy with a slight flourish. "Always happy to help a lovely lady. Though I daresay if the streets here were clearer you wouldn't have needed my assistance at all." He's acquainted with a fair number of terrifyingly competent women, and Peggy had that air about her. He wouldn't dream of suggesting that Peggy was anything but capable, but it never hurt to have help, yes?
"Oh, this? It's just a simple little spell, I can practically do it in my sleep. I'm glad I could be of service." A protsting noise from the still nealy encased lump of former thief was tryingn go get their attention. "Is there some sort of authority turn him over to? I'm afraid I'm sill new and I've no idea how precisely one might proceed here."
