Like several other people, Hal is getting something actually made. In this case, he is getting a cane. But perhaps saving Bart's ass from the anger at the YOU ARE OLD joke is the fact that, while tagged, it will be dropped off without saying hi and it's one of those ones with a bulbous top rather than an old man's handle.
