Bart will be handing out presents as he sees fit. He's actually pretty good with tools (... I know, you'd think there'd be OSHA laws against it), so a few people will actually get something handmade.

Others will get something hurriedly purchased because the handmade didn't work out so well due to distraction/impatience.

If he gives you butter tarts, they're safe to eat. DO NOT EAT THE FRUITCAKE UNLESS YOU'RE ATLANTEAN.

Bart's not really the Christmas sort. To date, his christmases have included:

His mom getting in a fight with Max and Helen (also, fighting the Green Cigarette).

Getting attacked by tinsel (see icon) in a fight with the Mirror Master while Max was trapped in an ornament.

That time he invited the Rogues fix it guy over for Christmas dinner and then Murmur took a children's choir hostage.

Captain Cold trying to do something and Bart & Wally building him into a snowman (Okay, that one was fun).

That one with Mxyzptlk and Plastic Man where Bart thought a Santa robot that was actually a bomb was the real deal and delivered presents with it.

That time with YJ where Santa died in a fiery collision.

These are off the top of my head, I'm missing a few of his Christmas appearances.

Cassie is getting him, UHHH. Also food. With more deep frying than Damian's choices. (and an ugly sweater.)
