HOW IT WORKS:

Bruce's standards of morality and "being a good person" are very much not the norm, which is probably what contributes here. He has a very... non-superficial understanding of it. What counts to him is the overall actions-- not the way someone treats themselves, not what they say or how they say it, but what they actually do. It's how he ends up so distasteful of authority (the military, SHIELD, governments, etc.) and bizarrely approving of Tony.
It's also why he judges himself so harshly because this standard applied to him makes him look pretty awful. WHOOPS.
I love the image of Tony hovering around like a vulture waiting for a chance to talk about the Hulk. XD
