PERSONALITY: Royally Messed Up former cop who runs some foreigner-led effort at enforcement
CURRENT STATUS: Javert had a recent run-in with Malicant that left him in really bad shape. He will have some trouble readjusting to turtle life and make every effort not to let it show, despite his frequent space-outs. He has also been commanded to attend medical and therapeutic sessions so he'll be buddying up to Hannibal. A w e s o m e.

You'll probably find him trolling the markets for something to relieve his mental distress.
