Vic really doesn't think Raph is that bad. Raph's a mutant and a turtle so that automatically gets him points in Vic's book. And he reminds him of Santo a bit too. He thinks Raph's an alright guy and wants to get to know him better. He'll be happy to hear he's Santo's friend too even if there's a tiny bit of jealousy that Santo's hanging out with other green ninja guys but he'll get over it.
