Like I said, mechanical engineering is not his field, per se, but he's decently experienced in it and tends to be very good at seeing potential applications even if he can't enact them himself. He knows what's possible, and he has ideas, he just in this instance doesn't necessarily have the know how to do it all himself. He is, however, very motivated in anything that seems like a lead about their circumstances to him, and the satellite is definitely a lead. If in the process he happens to stumble upon tech improvements that could be made, well, okay, he can divert his attention long enough to crank that out.
