This "Emperor" is at the center of all of this, is she not? Are you certain we can trust her?

She might be. She's the most likely suspect, anyway.

[Though Shepard wouldn't completely ignore the possibility that there's someone else acting behind the scenes, pulling the Emperor's strings, so to speak.]

And I'm pretty sure she can't be trusted, but the vision I saw can. She didn't create it, she just controls access to it.
