GAME ITINERARY | JANUARY 2015

Hello chelonauts! Starting this month, we're going to be trying something new, and this is still a work in progress, so we're definitely open to feedback on it.

Every month, in conjunction with AC going up, we're going to post an overview of things that are happening within Keeliai and across Tu Vishan, as well as any major developments from other nations of Konryu. Think of it like a news bulletin report, and it's going to touch on different aspects of city life so it's easier to have our characters react accordingly. We want the character's day-by-day lives in Keeliai to feel organic, less "vague background ambiance" and more "here are things we're dealing with this week". Sometimes those things are small details and sometimes they're going to be citywide. Certain events might have specific dates on which they occur, but the majority of them are ongoing and thus can be played out any any point.

We're going to be trying this instead of the event calendar that we had before, as we feel that this offers better flexibility for CR and plotting, and doesn't constrain important events to small windows of tagging. We hope it will add a fluidity to the game that compliments the new structure, which is on emphasizing character impact on their surroundings. (Bear in mind, major metaplot events like landfalls will still be given a set "window" for happening, and those dates will be noted accordingly. We're simply no longer shoehorning all the smaller plots into time crunches.)

All that said, the best way to explain these things is to show you! Here's what we've got lined up for January:

Weather

For those who were hoping for an absent winter, they will be disappointed, as the oceanic currents have swung Tu Vishan through a colder part of the world. Kedan cartographers have confirmed that they're currently in the southern hemisphere of Konryu, and are southeast of the Kerro Raris continent, but remain north of Evidet's ragged coastline.

This means that the weather will be turning colder and wetter over the next month. Most days will bring rainy drizzle, particularly in the mornings, and leave the rest of the day damp and chilly. Winds are a strong, near-constant fixture of every day, blowing predominantly from the north, leaving some to suspect that they may actually push Tu Vishan down towards Evidet eventually. At night the temperatures drop below freezing which, combined with the perpetually wet city, has led to flash freezes that can be hazardous. Toward the latter half of the month, the rain will turn to wet, sodden snows. No pretty winter wonderland this month, it's going to be grey and damp.

Many kedan will shapeshift more suitable physical attributes to deal with the colder weather, though the clinics (both the legal and illegal varieties) will see an increase in respiratory infections.


Kedan/Foreigner Relations

The reappearance of the Foreigners after their year-long absence has understandably caused tension in the city. At the moment, the two factions are still feeling out their footing with each other. The kedan are understandably concerned about the Foreigners resuming what they considered a reckless and destructive means of coexisting, and are seeking to preempt that with restrictions that most of the Foreigners are going to find too confining, especially in regards to their personal freedoms. Most visibly this is going to come into view where Foreigners wishing to re-appropriate possessions and property that were theirs prior to the final battle with Malicant.

Foreigners will be seeing higher prices on merchandise and services, and while some kedan may grudgingly hire them on for jobs, they will not be treated equally for working conditions or pay.


Local Events

PUBLIC FORUM
In the second week, on January 10th, the leaders of the most prominent families, some representatives of the trading union and Milyn will gather in the Courtyard of Public Opinion in order to discuss a problem which apparently is not going to go away again: namely, the Foreigners. Tu Yunxu has elected to call this forum, and notices will be posted around the city at the start of the month. Any Foreigner capable of reading kedanese will be able to see them, or it can be overheard in general conversation.

ICly, the discussion regarding the Shangpar Race (details below!) and whether to allow Foreigners to participate will spur a greater dialogue on what to do about them in general. OOCly, this is a chance for the Foreigners to see the main NPCs interact with one another, and glean a better understanding of their relationships and motivations. It will also give the Foreigners a chance to ask questions or approach NPCs on more neutral ground.

While the Foreigners may not exactly be welcomed, the Courtyard is for airing public grievances and allowing for public discourse in how city-wide issues should be addressed. Like it or not, most kedan are at least grudgingly willing to admit the Foreigners, while in the city, have a right to use the Courtyard for the same purpose. No one will stop the Foreigners from publicly airing their own requests and problems, and though their reception may be cold this is a good opportunity for a discussion with the Keeliai’s people as a whole.

NEW SCHOOL YEAR
The new year marks the beginning of the kedanese educational year, during which kedan in skilled trades all over the turtle's shell formally take on apprentices, typically between the ages of 10-14 years of age. As the events of last year during this season were too tumultuous to keep with this tradition, there are now double the amount of young people looking to be considered and accepted. To complicate things, the new College is also getting ready to accept its new (but limited) number of students, and the competition for these placements are fierce, even treacherous between families.

Final apprentice selections must be done by mid-month, at which point there is a celebration ceremony. It consists of large feasts typically spread out over categories of apprenticeships (so all the carpentry apprentices would attend one feast, all the culinary apprentices at another, etc) in which all guests are expected to bring small gifts for the newly-inducted. Foreigners aren't banned from attending these celebrations, and indeed their attendance (provided they follow the customs and don't cause trouble) might be viewed as a measure of goodwill on their part.

SHANGPAR RACES
One of the biggest sources of excitement among the kedan this month is the upcoming Shangpar race, which despite the natives' distrust of the Foreigners, they will take the time to explain if genuine interest is shown. It is the kedan version of the Iditarod, an approximately 900 kilometer (560 mile), double lap trip around the turtle shell's perimeter. Participants are given a special light cart, which are pulled by creatures that appear to be a cross between having the long, thin legs and body of a deer, and small (non-flight) wings and curving neck of a swan. They stand about waist high and are bred specifically for these events, being fleet and agile while maintaining a fairly docile demeanor. A single Shangpar (plural: Shangpari) is capable of pulling both the cart and the rider easily, and clock around 17kph (10mph), with the ability to maintain this speed for several hours before needing any rest. The course is clearly marked out, but takes the racers across multiple terrains on the shell, including one section that travels through mountainous ranges before swinging down to the shell's edge to follow the "coastline".

This event is only held every couple of years, because that's how long it takes the Shangpari to reach maturity and trained to pull the carts. (Foreigners may be disturbed to hear that it's also required to raise them to maturity each time because the current flock of them are all eaten after each race.) There are only about 50 Shangpari bred for each race, owing to their need to eat precious grain from still-limited production of the shell's farmlands. There's been talk of possibly raising the number of racers to 60 this year because of the improved state of agriculture across the shell, but that's still in discussions. Also in review is whether to allow any Foreigners to participate, and those conversations are leading to a great deal of polarized opinions amongst the kedan.

The race is something that's greatly anticipated by the kedan, as in they will talk about almost nothing else for the month leading up to it. It is also something that they take quite seriously, and the race itself spawns unbelievable amounts of revenue within Keeliai. Participants are local celebrities, and the winner's purse is substantial, consisting not only of juulan but a selection of rare items. Supplemental prizes are also in play. Participants are selected by random draw, but can only enter their names if they produce an impressive 500 juulan, or approximately $2500 (for reference, average rent in Keeliai is about 200 juulan a month) before the registration period ends, which also is the purchase price of a Shangpar -- if a person's name is selected, ownership of the creature is transferred to them, and the light carts are supplied a few days in advance of the race start.

In the past the Hazelwood Merchant, Lieuen, used to handle these transactions (and offer financing, for those who wanted to participate without adequate funding). Due to Lieuen's death, there have been many loan sharks which are willing to supply funding, though their rates are exorbitantly high, sometimes as much as demanding 80% of the winner's purse… and no hesitation to recoup their investment in other, more injurious ways if their contracts are not honoured. In the same vein, betting on the race is a widely accepted, even encouraged, practice. Some kedan will risk huge amounts of savings on these gambles, even putting up their shops or possessions as collateral. There's no age limit on the wagers placed, and even young children will allot a portion of their allowances to bet on their favourite racer.

The race itself begins at sunrise on the 20th of January, and depending on the amount of travel and rest periods, along with weather and terrain factors, can take anywhere between 3-5 days to complete.

LANDFALL
Our next landfall is scheduled for Jan 25th-Feb 7th. A separate OOC post detailing the landfall location and overview will go up during the third week of the month, and there will be an IC event log posted for characters to tag into the week after.


NPCs & Families

While Tu Yunxu and Zanru’s relationship is definitely tense and rarely talked about in public, a degree of it is obvious in the interactions between underlings. Groups of Snakes and groups of Metalworkers will often compete in destructive ways, foregoing attacking each other in favour of trying to be the first group to eradicate a certain gang. Any minute good done by one Family in this respect is usually invalidated by the other mere days later.

Zanru and Yunxu, much to their collective dismay, still know as little about the elusive Heojin as anyone else in Keeliai - or at least, that’s the general assumption.

TU YUNXU
There’s a rumour circulating within the seedier parts of Keeliai that Yunxu has called the public forum in the Courtyard of Public Opinion in order to draw Heojin out. If the Foreigners stop to listen to the opinions of drunkards in cheap taverns in poor districts of the city, they’ll be treated to an elaborate tale of love and deceit whereby Heojin and Yunxu were engaged to be married, but one betrayed the other during the wildfire of the invasion. Who betrayed who depends on which drunkard you ask, though they are all confident the public forum will result in some manner of tearful reunion.

More respectable sources of information will either laugh, stare, or declare the story completely unworthy of their time.

Yunxu has proven to be more approachable than many Foreigners first expected, and quite willing to compromise or make deals with Foreigners in exchange for favours and information. He hasn’t gotten to where he is by ignoring constant complaints, after all. While the Snakes are still an unpredictable force to be reckoned with and small individual pockets of them might still make Foreigners’ lives a misery, going directly to Yunxu is seen as an act of bravery and honour, worthy of attention at the very least.


ZANRU
Like Yunxu, Zanru has been open about receiving the Foreigners, though not nearly as welcoming. While she’s made no friends among the Foreigners, she’s nevertheless shown a willingness to hire them as long as they prove trustworthy and receptive to the authority of a kedan.

Within the company, there’s a strict anti-bullying policy. Zanru tolerates none of the high-handedness displayed by the Snakes -- while brutal honesty and passion might be her role model, and thus encourages some rather spirited discussions, Zanru comes down hard on anyone being deliberately argumentative or emotionally manipulative. Given her new Foreigner hires, this has resulted in a few more kedan than usual being written up or ‘encouraged’ to take a few days off work -- unpaid -- to cool their heels.

The observant Foreigner may also see her alone and moving about the city late at night, though she doesn’t have a habit of stopping to make small-talk.


HEOJIN
Heojin’s current policy appears to be ‘wait and watch’, something which most kedan will tell anyone who asks is not news -- he’s called ‘Heojin the Coward’, and the general emotion of those within Keeliai is that the name is apt. He has made no overt gestures toward the Foreigners, in keeping with his policy of non-interference within the city itself. While some Foreigners have made overtures toward him, Heojin has made no apparent response or attempt to create a relationship.

It is worth noting, however, that while there was an initial boom in produce prices offered to the Foreigners, as with the rest of the city, those prices have since changed to match the ones offered to any kedan. While some other merchants have noticed and also amended their prices accordingly, this makes the Woodsmen’s goods the most reliably affordable as far as the Foreigners are concerned.


MILYN
While most of the time Milyn can be found happily bustling around her apothecary in the Water Sector, choosing not to engage in the new political arena that's taken over Keeliai, she's been keeping a careful eye on the developments. She's been reaching out to her regular patients from a year ago, and several of them have gratefully switched back to her clinic rather than deal with the situation with the Snakes at the hospital.

Furthermore, she's continuing to provide the Foreigners with as much support as she can, and has made arrangements for new avenues of discovery and potential leverage on the kedan population should things go well -- a seemingly odd choice for her, given that she too, is kedanese. Beyond that, she seems to have completely recovered her usual effervescent personality after her stint in the Midnight Hotel with the Foreigners.


Economy

Currently, the Keeliai economy is strong. The harvests have come off, making a full yield owing to the persistent autumn weather extending the growing season that has only just turned cold. Consequently, the harvest was plentiful and those who benefit both financially and materially. Stockrooms are full, storehouses are brimming with goods to be prepared for both long and short term consumption, and people's pockets and purses are heavier with juulan than they were in months prior.

There's also a celebratory note in the air, and people are apt to spend their juulan on larger, recreational purchases, and the service sectors -- particularly restaurants, salons, and clothing stores -- are reporting record business. Some of them may even be willing to take on Foreigners as temporary employees (albeit grudgingly) for the duration of this high traffic time, if characters are looking to make some money and perhaps some inroads into regaining the kedan's trust.


Crime

Unfortunately for Keeliai, the rise in prosperity in the city also means a rise in crime, particularly financial types like fraud and theft. The former is an obvious issue because shapeshifting skill amongst the kedan has gone up across the board, and the most advanced practitioners are using that ability for less than altruistic means. Theft, ranging from simple smash and grab, to home invasions, to elaborate heists on the prominent businesses in various Sectors have all increased. Without any police presence in Keeliai, and with much of the city split in its loyalties as to which of the Families to give their allegiances, the victimized kedan are given little recourse. Even when the thieves are caught, there's a sliding scale of punishment they're being subjected to based on their affiliations, and some are even being released without charges at all, for fear of angering the wrong faction.

In short, the legal system is something of a mess at the moment.

Gangs have cropped up partly in answer to the Snakes, and partly because the kedans’ re-emerged warrior-like instincts occasionally need a more violent form of expression. Some aren’t so bad, labelled as gangs only because of their defiance of the Snakes; they will help injured victims to illegal clinics and defend innocent kedan. Others will attack anyone they perceive as being on the Snakes’ side, even if it’s just because they happen to be in the same street as a patrol.

Gangs are united on one front, however, and that’s their distrust of the Foreigners. That fact isn’t likely to change anytime soon.


Technology

Thanks to Skulduggery, the Metalworkers’ firearms development has progressed quite suddenly, though the new pistols are limited in number. They haven’t been publicly acknowledged at all and they are currently too well regulated to be in the hands of any gang-members or Snakes, though one or two of the merchants’ union members may now be sporting this upgrade in the name of personal safety.

Likewise, Aya’s presence in Stark Industries’ classrooms has led to an upsurge in understanding of software which has spurred a number of tentative upgrades for the public consoles around the city. These upgrades are primarily occurring in Metal Sector, and not to every console; but it’s clear the Metalworkers are testing the waters regarding what works best for the biomechanical technology.

Negotiations regarding the tramline are still stalled, and are likely to remains so until Zanru and Yunxu have a resolution regarding the Foreigner population. Priorities, and all that.


International

MYSTERY TRANSMISSION
As the unmoving Tu Vishan drifts on ocean currents, fragments of a message can be detected on multiple frequencies, though it will most easily be received on radio transmitters. It will come in bits and pieces through the beginning of the month, fading in and out especially in the high winds, but near mid-month it will begin transmitting more clearly and can be recorded as the following:

I have a few, actually.

1) By way of being a cheating cheater who cheats, Aya--both a robot designed to receive and decode radio transmissions AND a Green Lantern with all those special abilities--would IC be able to understand that transmission pretty instantaneously. Now, I'm cool with coming up with any number of excuses as to why she can't if you guys don't want the message known before a certain IC date, so my first question is this: how long would you prefer us to wait before people can translate the transmission?

2) Aya (again) would want to offer her classes in computer literacy to kedan and Foreigner alike; would this be permitted as a single co-group class, or will she be asked to take any Foreign students elsewhere?

3) How strong would the current Mystical Energies encompassing the turtle be? Stronger or weaker than before the Final Battle?

4) you mentioned Foreigners being allowed into the celebrations possibly. What about 10-14 year old Foreigners and apprenticeships? Would this be similar to the job thing, where some kedan MIGHT be open to the idea, or no way because spots are limited etc etc?

2) Wait, I'm confused. Unless I read the contract wrong, what Aya does outside of her specified work time for S.I. is still her business? Or would they actually try to punish her for teaching foreigners on the side?

OOOOH.

Yeah I definitely misread that part of the explanation. Okay, cool. She'll probably just teach the two classes separately, then, at least for the time being.

(though I do find it interesting that they would frown on extra outside kedan classes. I'm guessing Zanru just wants to be on too of everything Aya's teaching the kedan, considering the lesson plans and constraints)

What level of intelligence do the Shangpari appear to have? (Horse-like, dolphin-like, human-like, etc.) Might a Foreigner be able to obtain one, in one way or another, save it from being eaten, and keep it as a pet?

What would happen if someone tried to trace the source of the coded message, or to broadcast a reply?
