Characters are allowed to retain their memories if they're from the same canonpoint. If a character is being re-apped with that in mind and is thusly pulled from the same canon point that they were prior, we'd like a new sample to reflect that.

If you picked Wally up from the same point as before, he'd be allowed to keep his memories of Turtletime, unless you'd rather start fresh in which case go for it.
