First of all, Zatanna was incredibly flattered by the fact that Jack called her his best friend, because she knows something like that means a lot more to him than it usually would. And she almost felt bad that she couldn't return the sentiment 100%, but she didn't want to lie, so that's why she made sure to specify that he was one of her best friends. But definitely high up on that list.
She likes him a lot. He's sweet and funny and, even though he can be a bit childish at times, he means well and his antics are (usually) entertaining. Obviously we carried over a slight bias from d_m and memes, but it wasn't hard to have them click almost from the start. He's a Winter Spirit and she can do Magic, so that's the main thing they have in common. And they're also trolls who like causing mischief and occasionally tweaking rules. How would they not become friends?
Though it's also very telling that she's actually starting to subconsciously set boundaries between them before anything goes to far. She jokes a lot about "dates" with friends, guy or girl, but she doesn't want to lead him on. Especially if she worries that he's not understanding the 'joke" or starting to feel differently. Which makes it so much harder when something like the Emperor threat incident happens, because she's trying to set boundaries, just...not right now.
