So they haven't interacted a whole bunch, but Finnick really likes Cass. She's like some weird mash up, in his mind, of Annie and Katniss. And those are two people that he wants to protect the most, which makes him sort of want to protect her as well. He knows that she's obviously capable and wouldn't underestimate that, but there are other ways of keeping people safe. He'd like to get to know her more.
