And per your clarification, you stated "...since in Second Dream it wasn't shown as being a useful ability for destroying non-[S]entient objects, while in War Within we learn that it can, in fact, be used that way."

Based on this information provided by you in both cases, we deemed the restriction necessary (as this is in the same category as other highly destructive abilities possessed by other characters) even though we only limited its usage to once a day, and did not impose a strength or scale radius to it (beyond nothing larger than building-sized without prior approval, which again, is standard for all characters in game).
