Valdis understands the desire of the Kin'nal to leave Hatal, after all, Keeliai is her haven, but she objects to them coming to live on Tu Vishan for several reasons. For one, resources on Tu Vishan are limited and adding 300 more mouths to feed would strain the supplies they have. In addition, the Kin'nal are not biologically designed to survive on a transient creature like the Turtle. They are sensitive to weather changes and would not be able to adapt as the Kedan do, so more resources would have to be used in order to protect them from the sometimes extreme weather changes. They would be a burden to the fragile state of the city because the Kedan need to focus on the government, laws and police force so that they can have more stability. They offer no benefits to Keeliai as their skills are not useful within the context of Tu Vishan.
Valdis believes that they are better off where they are, despite the difficulties they face there because they will not find the haven they seek on the Turtle. Overall, the burden would be too great for Keeliai and Tu Vishan to handle and the Kin'nal would only complicate matters that are already complicated.
