GAME ITINERARY | JULY 2016

Hello chelonauts, here is a fresh new itinerary post! Previous months can be found under this tag.

Here's what we've got lined up for July 2016 (2017 in-game):

Weather

The weather for Tavimbi, and on Tu Vishan by extension, will be refreshingly mild this month, with averages in the 16°C/60°F range. Although there are still some rains, they happen mostly overnight and are refreshing, rather than gloomy. Some of the Xojan, who are the unofficial weather-keepers of Tavimbian society due to their duties keeping them outside (and not, you know, living under literal rocks) remark that it's one of the nicer summer seasons they've had in recent years.

The warmer weather also bring out flocks of small, brown and green birds called Naols about the size of a common sparrow, with a wingspan of about six inches across, and curling ram-like horns on its head. Easily tameable, they're native to the continent of Ioa Elanag, and in Tavimbi, they're popular songbirds with a wide range of vocalizations. The odd one can be trained to reproduce certain sounds, but they don't talk in a manner like a parrot. Due to their small size and irregular migration patterns that bring them only sporadically to Tavimbi's shores, Naols aren't really considered a food source, even in the meat-lean diet of Hatal, although a few shopkeepers may try grilling them up as a novelty. The Woodsmen will report that by the end of the month, quite a few large flocks have taken up residence across the turtle's shell, where they're being watched to ensure they don't target the crops.


Kedan/Foreigner Relations

Thanks to a network post started by the Foreigners for the express purpose of coordinating with the kedan to wake the turtle, kedan/foreigner relations are at an all-time high this month. It certainly helps that there's visible evidence that whatever the Foreigners have done so far is actually working, but the open invitation for help and information-sharing has done wonders on its own. Kedan merchants greet Foreigner customers enthusiastically as if they're old friends -- some, though not all, might even offer discounts on their wares -- while general harassment seems to have fallen by the wayside. Many kedan will even approach iconic Foreigners in the street and ask if there's anything they can do to help with the Xunutane plan.

In fact, since the free pooling of knowledge this month includes the cultists' possible soul gem plans, Foreigners will be hard-pressed to find someone publicly unhappy with them. In a few cases, even the scattered gangs will go out of their way to avoid targeting Foreigners in their activities, due to a combination of both 'retribution' at the hands of the Snakes and being brought together by Foreigners to help found a new police force.

In addition to all of this, Erskine Ravel's shelter in the Earth sector has been slowly picking up pace since its inception after the fourth wall event. While one shelter can't make noticeable changes in the downtrodden aspects of kedanese society, anyone keeping numerical track of populations by sector will notice a significant difference -- the shelter is slowly becoming a community pillar, and any Foreigners within a few blocks' radius of the renovated building are treated remarkably well.


Local Events

ETHEREAL CHILD

The ethereal kedanese child dogging the Foreigners throughout May utterly vanished after Sanzo attempted to find out what the child was doing. In the first few days of July, however, there are sightings of the exact same child again. This time, he doesn't seem to be trying to communicate anything -- he just watches. He'll appear most often around those Foreigners who have offered their help in waking Tu Vishan, sometimes two or three times a day, whereas around other Foreigners he appears more like two or three times a week.

Just like his previous appearances, he vanishes the moment anyone tries to get a better look, and no kedan in the area will be able to see him. When he appears, nearby technology stutters, flickers, or ceases to work completely. Unlike last time, however, for those Foreigners who have offered even token help to Tu Vishan, they'll experience a strange feeling of peace and serenity for a minute or so during each appearance.

BUILDING A GOVERNMENT - JULY 6TH

As part of the ongoing effort spearheaded by Pepper and Valdis to create the tandem organizations of a government and unbiased police force respectively, a meeting has been called to the Courtyard of Public Opinion. Part of the goal of this meeting is to choose two kedanese volunteers from each sector to help fairly represent the needs of each district, with relation to the social and economic structure that is being put together. The hope is that these volunteers will not have any strong commitments or ties to the existing Families, in order to remain as neutral as possible and thus represent the best interests of the sector as a whole.

Additionally, the Foreigners will be electing one representative from among their own to provide a voice for their needs. Although the government is intended to be a kedanese institution and uninfluenced by the Foreigners, there still remains a need to ensure that the Foreigners continue to be treated fairly in the event of such a political shift in power.

SEEKING ASYLUM - JULY 20TH

The happenings on Tu Vishan have attracted quite a lot of attention in Hatal, and there is a lot of it coming from the Kin'nal. On the 20th of the month, a trio of Kin'nal representatives will approach the Foreigners and formally request asylum on Tu Vishan, wanting to leave Hatal behind. They represent a sizable contingent of Kin'nal within the city, numbering about 300 individuals, which is enough to be impactful on the general running of their tasks, including harvesting inside the tunnels, where Hatal gets many of its raw resources.

Although the Kin'nal are offering to work in exchange for their passage if granted, there are some obvious roadblocks in this plan; namely that the Kin'nal, being cold-blooded, will find the climate outside of the geothermally-heated mountains to be impossible to adapt to, especially since there is no comparable system on Tu Vishan for them to rely on.

The kedan appear to be split evenly between considering the Kin'nal group an unwelcome, additional burden to the turtle's resources, especially when the city's political landscape seems fractured, and -- unlike the Foreigners -- the Kin'nal strike them as unable to provide much real return for the energy expended to house, feed, and protect them. The other half of the kedan consider the Kin'nal to be in a position not unlike the kedan themselves were, under Eshai, and that granting them asylum is a humanitarian thing to do.

The Tavimbians are equally split, and although none of them seem eager to lose such a large portion of their workforce, the various races do at least seem to understand why the Kin'nal are requesting their safe haven, even if they don't all agree with it. The Igheeri in particular are against it, seemingly unable to shake the predator-over-prey mentality, while the Sinayg seem to be heartily for it; the Kin'nal's departure would mean that Hatal would rely even more on their ability to work rock and metal, thereby raising their status within the city. The Muin are sympathetic to the conditions which have driven the Kin'nal to make this request, but as an ever-practical people, they doubt that the Kin'nal will actually find as much peace and prosperity in Keeliai as they're hoping to.

The trio ask for an official response within five days of the initial request, which under Tavimbian law, is the maximum time away from employment that one can take without facing legal consequences.

OOC discussion of the proposal can be made here, after which the mods will write the plot's conclusion based on player input.

NPCs & Families

The major families seem to be aligning, at least where the Metalworkers and Woodsmen are concerned; but the Woodsmen and the Snakes appear to be avoiding one another almost deliberately.

TU YUNXU
Some of the more ambitious (or maybe just foolhardy) gangs in the city try to make a bid for power this month, either because they perceive the Snakes to be slowly losing ground, or because their confidence has been bolstered by promises of participating in a new Foreigner-founded police force. These displays of power can happen anywhere and often get innocent civilians involved against their will -- though it's worth noting that if one or more Foreigners are known to be in the vicinity, not even the gangs are willing to start anything. Everyone wants to see the turtle awake, and everyone knows Foreigners are the turtle's best chance.

This doesn't mean Foreigners can't stumble upon stand-offs, however, and if they do they might notice something interesting. Yunxu, decked in his usual brightly-coloured silks, is taking a personal interest in them. He'll even go so far as to walk into the middle of tense situations, say a few words to the leader of the side opposing the Snakes, and somehow manage to avoid fights entirely. He doesn't hide that he enjoys doing this, but he rarely sticks around long enough for anyone to find him afterward.

The Snake-run hospital is also seeing a loss of business recently. The Healers' Guild, run by Raine, was always a second option for anyone needing medical care, but it used to be that many kedan weren't willing to put their lives into the hands of a Foreigner. Now, with a lot of political change being spearheaded by the Foreigners and the Snakes slowly losing ground, public sentiment regarding who should have the monopoly on saving lives has flipped.


ZANRU/XUIYU
The Metalworkers are pretty obviously backing the new government. Any of their objections at this point are primarily a matter of the hows, and ensuring they still have a place after the government is established. Their funding comes primarily in the form of equipment, but still, that's useful stuff. Not always free, of course, but payment plans are a thing, after all.

One thing they do offer is a few consoles in various locations in the new police building.

The militia hired by the Metalworkers seem to be striving in an opposite way to the gangs hired by Valdis and Pepper -- they want to be seen to do their job well, but are very explicitly avoiding overstepping their bounds, to the point where the courtesy might come across as ingratiating.

The gangs, it seems, aren't the only ones trying to curry a bit of favour in the hope of getting into the police force, however; Zanru has been spotted slipping into Stark Industries, and rumour has it she and her cousin are talking (and yelling) at each other again. Where Zanru is staying is still a matter of mystery, however, as her place of residence isn't particularly clear.

Of course, that may be related to the plan to wake the turtle, as rumour also has it that Stark Industries has a huge store of truth crystals recently delivered at about the same time of Zanru's reappearance.


HEOJIN
Like last month, Woodsmen can be seen in the city; but where previously they were on hand to counter any unfair antagonism, this month it's hardly necessary. Instead, the Woodsmen seem to be visible around the police force and the Courtyard -- volunteering their services and asking how they can contribute to the new law enforcement system.

Ran, one of Heojin's higher ranking aides and the man who was generally responsible for racking, hunting or investigating anything outside the range of the farms, is among these. Whether it's by order or inclination is uncertain, given his brusque manner, but either way his tracking skills would be a valuable asset to any new law enforcement.

There are several important deliveries to the new investigative centre in the College, as well; while Stark Industries might supply the technology, there's a few plant-based shortcuts which can make forensics easier. The Woodsmen are especially permanent there, and offering their services as teachers on natural means of tracking oddities.

Heojin is still visible, primarily in terms of visitations to the new seats of law enforcement and investigation. He seems to be more interested in the laws, however, and can most frequently found in the Courtyard of Public Opinion, asking questions of people there. Though some city kedan still react to him with some derision, enough are paying attention now that there's some hearty dialogue occurring.

Some of that dialogue, in fact, revolves around trials and conviction, and how kedan think leaders in the city ought to be held accountable for corruption. Not that they're discussing anyone in particular, of course; Heojin publicly condemns any vandalism of Snakes' territory or Milyn's clinic, which is borne out to anyone who listens to him talk, as he consistently refutes 'an eye for an eye' philosophies during discussion.


MILYN
The Cherrywood Healer continues to baffle her fellow kedan and frustrate the Foreigners. Overture has been made that she should be tried for her involvement with the cultists and their leader Daseng, including creating Dust and the basis for Lucid, as well as having a hand in the theft of the soul gems. Yet there hasn't been a formal accusation made against her, and since her departure from House Iron Dragon after it was revealed that she was still alive, she's gone back to practicing medicine at her clinic as though nothing is amiss.

The other kedan are not quite so ready to welcome her back among their ranks with open arms, however, as they now assume that she's also partially if not fully to blame for the kedan who were attacked and given soul gems as well, which ultimately led to their disappearance. Her apothecary and clinic suffer multiple counts of vandalism throughout the month, and for all her apparently scatter-brainness, Milyn is not often seen in parts of the city where there are not the reassurance of many witnesses.


AROYAN
Aroyan is hoppingly busy this month, coordinating many of the new business ventures being put together, although the entire Merchant's Guild is in the same state. While he will still see Foreigners for business proposals, they may need to make actual appointments, rather than just being able to drop by as they have been able to do in the past. A good portion of the month finds Aroyan in Hatal, where he and other members of the Guild are drawing up contracts for trade agreements to continue even after Tu Vishan wakes and, hopefully, departs Tavimbi.


Economy

Economy is booming! The persistence in the shell's glow has maintained spirits, and despite the rocky start to the new governmental processes (or ongoing rocky start, given the actual processes aren't precisely laid in stone yet), kedan are optimistic about their ability to dictate the future of Keeliai.

As a result, the police force is well financed by more than just the main families and kedan are investing -- and donating -- in a number of new potential ventures. The College's funding has lifted, and there's discussions about a law-oriented program which has nearly gutted some areas of the palace's library, as many kedan are interested in reading about old laws and processes themselves (when they're not being used as textbooks.

As result, book-making and technical writing are jobs on the rise, as resources for education are becoming increasingly needed. Education in general is being viewed as something worth doing, with the result that Tony Stark's research space at the College is being well-attended for one-off or orientation courses.

Interestingly enough, the (black) market for weapons has gone down, perhaps anticipating that personal weaponry will either no longer be necessary or no longer be allowed. This has led to a surplus within some of the gangs, and resulted in weaponry being donated -- after all, the foundation of the new police is gang-members.


Crime

Crime is rising, but mostly in Hatal, as the kedan are anticipating cast off sooner rather than later, and are making last runs at choice targets in the affluent parts of the city. This leads to an increase in pass stamp checking among the Foreigners and visiting kedan in Hatal, including random searches of bags and clothing, and those who are in Hatal after "business hours" may be regarded with some suspicion.

There is some pushback within Keeliai, but it seems to be on the downlow. Some of the gangs see the organisation of other gangs into an authority as a betrayal; as a result, there are some splits and some new gangs forming, seeing the new police force as a threat to freedom just as much as the police force. In particular, the College appears to be targeted, thanks to some new forensics processes.

Drug-related crimes have gone down, however, though that may simply be a side-effect of many of their customers (or their customers' brothers, sisters, lovers, friends) becoming law-enforcement. In its wake, there appear to be a handful of strange breaking-and-enterings, theft, and some unconfirmed rumours of ritual crime.


Technology

Most technology these days seems to be focussed on the new government movement. The police force is now equipped, though whether its members are actually allowed to carry and use weaponry yet is a matter of debate. More important than the firearms is the fact that the Metalworkers have invested some force-shields in the police force -- personal ones, as well as two experimental 'riot shields' capable of covering up to six people.

Likewise, rumour has it that thanks to a magical energy-based weapon loaned to SI by Valdis, Stark Industries may soon be able to provide non-lethal energy weapons. There are mixed feelings on this matter, as some gang-members argue that bullet weapons are more reliable.

Meanwhile, the College's knowledge of forensics is increasing. For one thing, although kedan can shapeshift their fingerprints, they can't shapeshift away DNA. Kedan may not be on the genome level, but thanks to some plants cultivated beyond the farms they are at least able to detect chemical matches between hair, skin and other physical samples. They are testing this thoroughly by putting out a call for extremely good shapeshifters to dedicate some time to donating samples in various shapes and forms, but it's already being used to some degree in the labs (and potentially could even be used quick-and-easy in the field).

It's made kedan all around the College very excited, and some criminal elements very nervous.


International

CHIHUELO

The Chihuelans who have been shadowing the Foreigners while in Hatal the last few months seem to have melted back into the sea, although the occasional Xojan patrol will report that there are still Chihuelan ships in the waters off the western coast of the continent. As Tavimbi is in positive standing with Chihuelo, they don't consider this cause for concern -- it's not like they're warships or anything -- but they will understand the worry of the Foreigners and kedan in light of the previous invasion, and as both groups are on equally good terms with the Tavimbians, have promised to make them aware if they see anything suspicious.

Malcil, the Chihuelan deserter who is currently living at the Hotel, has gone to the new police station for work. Not all of the kedan are happy about this and keep a close watch on him; but many of the new law enforcement officers are gang-members familiar with seeing Malcil around the Midnight Hotel, and ensure he is unbothered by anything more than some minor hazing.

Despite not being kedanese, he has some support as a member of Keeliai's new authority, and despite his insistence that he isn't interested in making his job political, many kedan see his presence as evidence of potential multiculturalism -- this has lent some weight to the idea of the kin'nal coming to join them in Keeliai. Others see him as a means to stop the Chihuelan threat lurking offshore.

By the end of the month, rumour has it that he might not be the only Chihuelan in the police force, though no one knows any names and it appears to be more a case of 'a friend of a friend overheard something'. Malcil himself insists he knows nothing about that.
