For the purposes of fourth wall, we're going to leave this up to individual players. Your character can either be nerfed for the first twenty-four hours after their arrival just like normally arriving Foreigners, or they can arrive at full strength with no delay -- and this discrepancy can absolutely be noticed or commented upon ICly.
