While the small crystals do put out a small amount of energy, it wouldn't be enough to power a lightsaber in the same way. It could be used to perhaps design one, since it would be strong enough to create the blade part, but it wouldn't have the same "cutting" power as an actual lightsaber, and would be more likely to simply scorch a surface than go through anything.
Some Tavimbians have them in their possession, and might be willing to sell or otherwise part with them, but they don't seem to be naturally occurring anywhere in Hatal. If asked about them, their owners typically say they were passed down from older family members who were participants in the games.
On a related note, additional kyber crystals could certainly be picked up as canon possession items, should more be needed in the future. As they're closely associated with the character, Obi-Wan wouldn't be limited to gaining only ones he's actually owned in the canon, and could find some raw ones via requests.
