Skul's been known to get physical if it's like the second or third time the same criminal is getting away from him frustration and pride yo and he would take advantage of the magic at his disposal. Having said that, he wouldn't be aiming to hurt anyone even if it did come to that - and we can pretty easily stop it from coming to that by just having the one nearly-catching thing. Which makes more sense anyway.
