Well there's a couple of interesting launching points:

Outside the city, the mods did NOT specify an ordering of the symbols. Either that means (a) the ordering is immaterial or (b) the ordering is material, and outside the city is null and void, thereby signifying that we shouldn't worry about it. If we are going to use the sum of the shapes' values as an hour, we would reach 25, meaning that it's invalid anyway.

If (b) is correct however, and the consoles outside the city are null and void, then why doesn't Central have symbols too? Central is a lost cause, I'm convinced. But what about the consoles outside the city? Why do they have the symbols? For that matter, why do they have the symbols devoid of colour information? After all, the colour is also important for deducing where to go. Without that, anyone who only saw symbols outside the city would have no idea what to do with it.

Why are the symbols coloured to begin with? Other than the fact that there is a mapping between colour and location, that is. I mean, each of the five sequences was missing one of the symbols, but according to the colour code that was delivered to our IC inboxes, that missing symbol has nothing to do with anything. Three of the sequences—earth, water, and wood—have the symbol referring to their location whereas the other two don't. If we're simply summing up the values of each of the values of the sequences, then the symbols DON'T need to be coloured!

Unless we're looking at things from a completely incorrect viewpoint!

WHAT IF we don't add up the values of the symbols in each region's sequence? What if we look for which regions those symbols appear in, and THEN we sum up the values of the shapes referring to the regions they exist in!

For example: Hexagon (Earth) is found in all five sequences (Earth, Wood, Water, Fire, Metal). Those symbols are hexagon (6), cross (4), triangle (3), square (4), and star (5), which sum to 22.
