The kedan's phrasing of it is that Tu Vishan "swims the paths of Light and Life, between the shades of Death and the Dreaming". Since this world is supposed to be an intersection between the three planes, it's never been questioned before. However for those with a metaphysical sight, should they be near the turtle's head at certain times, will see a pathway comprised of light seemingly shining upon the water, making this possibly a more literal description that people realize.

Would wan be able to see one of these paths during the event while meditating at the Turtle's head? And would Aang or Korra be able to see them as well if they end up meditating there?
