The city of Keeliai was modeled on the design of Rhaokoras, the Watch City of the Life realm except that Rhaokoras has six districts as opposed to Keeliai's five. While five is a number with significant magical properties, in this case it leaves one Plane unbalanced. (Three planes, which would make six a more optimal number.)

So the question is... was a sixth district intentionally left out, or does it exist?
