So Hawke's going to to be more concerned with getting as many people as possible to safety as possible first than actually assassinating the president. He'll need to be convinced that the president actually deserves to be assassinated because while incompetent people are annoying he's not just going to kill someone because he thinks they're an idiot.

If he can be convinced that the president has lost their mind or is actually some kind of threat to the people then he'll be alright with that.
