Bucky would probably vote for a couple of them infiltrating as staff, or a noble and one of their staff since employees usually garner less attention, he doesn't like high profile personas in a lot of cases. He's fairly experienced with infiltration from the military and the wetwork he's done so he'd probably insist on being one of the ones to go inside, along with Scott (because who better for this than Ant-Man). :|a
