Going to tackle this on different levels to address the unique features of their abilities.
Flyers could access the countryside between the towns without access to customs, but would not be able to access the towns themselves due to the domes built over each of them. The air intakes for each town is protected by the same sort of crystalline material, preventing trespassing via those means. Unfortunately, these protections were implemented due to a series of attacks launched on domed towns during the Civil Unrest of 223 PD.
Swimmers that could bypass the large grates that help keep the Aihsohlow underwater hollows safe from fish and invasion, but would have to make their way through a series of patrolled and convoluted tunnels to access the surface. It is possible, though they would face expulsion/blacklisting if found without a visa. The other two towns employ much smaller grates, again utilising the crystalline substance, in order to keep their water systems safe.
Teleporters could teleport through the domes and thereby bypass customs. The risk therein would be getting caught without a visa and being expelled.
