Can flyers/swimmers/teleporters/whatever who don't need to use the flipper to get to land bypass customs, even if they get busted later? Similarly, can they go through customs the first time, but skip it during subsequent trips to and from the turtle, thus avoiding the need to hand over multiple gifts?
