At this point, Booker assesses everyone by 1) the likelihood that they will try to hurt him and/or Elizabeth and 2) whether he thinks they would make good friends for Elizabeth.

THAT SAID, Booker's response to Julie is positive thus far! She seems nice, down-to-earth, and like someone Elizabeth would get along with. SHE HAS PASSED THE TEST, essentially.
