Most of Aya's initial acquaintances are fairly neutral. She sees Shepard initially for her rank, and assumes her to be another high-ranked official worthy of respect. Which she will happily give. The fact that Shepard is initially speaking to her so freely, without apparent judgement, is a huge step in her favor. Consider Aya's past with such prejudices.
