Turns out that a few of the locals started asking questions after the turtle started to sink and it didn't take long before they disappeared. The questions they were asking pertained to taking on Tu Vishan's illness without the authorities that seemed fine to ignore the problem and focus on resource control. They spoke of conspiracy and rallied some others to their cause, only they got nowhere but off the radar -- and it wasn't a matter of volition on their part.
Should he choose to pursue this lead, he'll hear from friends of these kedan that they talked about a couple officers warning them to keep quiet a day before they disappeared These officers are well known for working the beat and keeping up with local rumours, what have you, but they've also got a reputation for disliking repudiation of authority. The system's there for a reason and they don't like people bucking it.
If he continues to make queries, these two officers would seek him out and advise him to leave the turtle's business to the turtle and the police. Finnick might notice, though, that the badges they flash him hold a shine and are not the matte emblem that actual officers have. That, and with Evandau deputising Foreigners left and right, it seems a bit odd that they would tell him to bugger off the turtle flu...
The option then is to expand this. If Finnick would want to take this further and could get at least three other characters that are not officially involved in the plot aboard, he could discover that these two are the tip of the iceberg, fronting for a group that's entrenched in the Earth Sector and working out of a two-stories deep basement to cultivate some real nasty bacteria that they're applying to the skin of the turtle -- the flippers, to be exact. They've got a bit of a suicide cult thing going on and want the turtle to die and take them down with it.
