Question about part 2 actually: How many PCs would be needed to constitute a team? Would there be a cap?

For random example, could Costigan go gallivanting about separately because he might get special clues from Evandau? Or would he have to be part of a larger group? What if everyone wanted to group together and there are like 239038429058 of them? (Not realistic, but for clarification purposes)
