Hello, Turtle! Name's Amanda, and I'm bringing in my very first character! This lovely lady is Samantha Eve Wilkins from the comic Invincible, also known as Atom Eve, also known as Mark Grayson's super amazing girlfriend.
Unlike Mark, she is not an alien. She's the result of scientific experimentation, and she has the ability to alter anything's atomic structure into anything else. (Which will make it easy to cheat the rationing, whoops!) This does extend to organic life, but she has a mental block that's supposed to keep it from happening. However, in cases of extreme mental or physical duress that block can be broken through.
She's also coming in from an emotionally charged time, having recently had an abortion and not knowing if Mark is alive or dead or what's going on because he's off fighting aliens that want to take over Earth. So! There's that.
