Toro thinks Vic is a nice kid who has a good head on his shoulders. He also seems to genuinely care about helping people and being a hero so that raises his esteem of him even more. Toro isn't someone who thinks that just ANYONE can be a hero, although he does think that anyone can do their part if they want to enough. He's the kind of kid that Toro would not have minded giving advice to back in the day, especially since it's obvious he's going to get involved in things whether the adults want him to or not.

Kaldur thinks Vic is a nice enough guy. He doesn't know him super well, but he knows enough to see that he's a good person. He can appreciate how protective he is of Santo and how he's willing to put himself out there for the sake of his friend. It's a very good quality for a person to have.
