SO conflicted over how much trust to place in Tarrlok. Korra wants him to be an ally but even he warned her not to trust him too much. Still, he distrusts "Amon" and that's good enough for her to try a shaky alliance. Since he's kind of a shut-in at the moment due to all the network backlash, Korra's trying to give him his space. Eventually though, she'll be trying to kick his rear into gear and make him a plebe for Team Avatar.

Yeah, she's a bit of butt about it.
