Basically, we're referring to the costs it would take to upgrade and provide everyone with this functionality, as well as getting access to the suites in order to do so. Some characters may not be as fond of letting people into their space (BATCAVE) than other. Mind, at first it would just be building and testing between Roy and Peter (et al that might get involved), so that's not as big of a deal, but rolling it out to the population would be a great chance to involve a good number of PCs in the process.
