Bruce Banner is going to be staying in Keeliai for the duration. Since going to the mainland involves blood testing, which he would a) not pass, and b) give the government data on his condition in the process of, he won't even bother trying.

That leaves him totally open for shenanigans with the kedan! The curfew is going to make him very nervous, but he won't necessarily be content to sit around hiding. If someone wants to get up to some investigating, he could probably be dragged along against his better judgement.
