Hello chelonauts! Here is our May itinerary post. The current itinerary will be the stickied post at the top of the OOC comm, and previous months can be found under this tag.

So that's our outline for the month of May! If you have any questions about these happenings, please use the Questions comment below. Otherwise, this post is free space for monthly OOC plotting.
Here's what we've got lined up for May:
Weather
May begins damp, with lingering rains from the previous month taking up the first third of the month, often in the form of dull drizzling-- it's not even nice rain, for Shell's sake! However, as the month progresses, the rains move off and spring seems to begin in earnest, as if in apology for the incessant rain. A very strong easterly wind also picks up, and is a prominent feature nearly every single day for the rest of the month. It's not damaging aside from the occasional powerful gust, but it's so consistent that many kedan will actually remark on it probably being a Majyd, which seems fairly analogous to a Chinook or foehn wind. Despite the wind, the days are generally sunny and mild, and nearly perfect for any outdoor activities. The kedan are seen tending to the small patch gardens they keep, or making repairs to their houses fixing damage caused over the winter.
Kedan/Foreigner Relations
The state of the kedanese relationship with the Foreigners is tenuous this month. Mostly, people are confused. They aren't sure why the Foreigners are being targeted for their soul gems, and the revelation that the Chihuelans are literally in their midst, rather than a potential but absent threat, are making them uneasy. The kedan aren't sure whether they need the Foreigners as allies right now or not. As a result, the reception of them seems to be polarized: half of the kedan are treating the Foreigners very well, hoping to garner favour and protection from them -- and notably, these are often kedan who lost relatives during the Chihuelan invasion a year ago. The other half seem to feel that the Foreigners' continued presence in the city is simply one more complication the kedan don't need right now. These kedan aren't hostile, but they'll often seem exasperated or irritated at having the Foreigners as employees, customers, or just running into them on the streets.
There's also an unusual trend forming among the kedan, wherein the youngest and oldest of their number treat the Foreigners, on a whole, better than the middle age range of the population. Generally, kedan children and teens are more receptive to the Foreigners, and the Foreigners' dedicated assistance during the flooding seems to have improved the disposition of the elderly kedan, many of whom weren't able to protect their own properties without the assistance.

Early in the month an emergency broadcast will come over the consoles from one of the newly constructed radio buildings on the farthest edge of the shell. The broadcast is an accident, an SOS meant for Stark Industries which goes public instead. The four kedan staffing the station are forced to abandon it, and will be unable to respond to their initial message -- but they need help, and badly.
Whatever the relations between kedan and Foreigners, the Foreigners are the ones who can get there the fastest. Any supplies or information the Foreigners need to help the Metalworkers at the station will be given to them, both to aid the station workers and to discover the cause of the problem.
Log Note: The rescue will have a mod-posted event log, as well as a kick-off network post, both to be posted on the 5th of May. The log will not be NPCed; all relevant information will be given so players can control NPCs at their discretion.

THE SKY SECTOR
Despite the disruptions of last month, work on the ex-Palace grounds continued, and the building of housing suitable for Foreigners has been completed more or less on time. Approximately one quarter of the overall area was re-purposed for Foreigner housing, and the builders have constructed many abodes that are vaguely reminiscent of Roman architecture. Structural support pillars and beams, especially, are made of reformed marble from the Palace's many walls and floors; in fact, something like 90% of the Palace's stone was successfully re-used in some way, through the use of very skilled and dedicated stonemasons. The majority of these houses have modest open areas and are frequently square or L-shaped around these central courtyards -- those Foreigners who remember the quad housing will note the extreme similarity to the central green spaces built on those properties as well. It seems to be a common theme for kedanese builders. Most of the properties are designed to house 3-5 people comfortably, although there's nothing stopping more people from moving in, and they're equipped with the same level of amenities as the previous housing in all the other Sectors.
The kedan have made it clear that they consider this Foreigner housing, and thus their position on its management is that the Foreigners can sort out living arrangements by themselves. There won't be any rent for staying in these housing units, but now that they've been built and furnished with the basics, their upkeep and maintenance is 100% on the Foreigners' shoulders. This doesn't mean that the Foreigners are required to live in this district by any means, but the option is now there.
Approximately another quarter of the land has been cleared, but has not had any of it built upon with anything yet. This land is "on hold" at the moment, with the major NPCs who voted on the Palace's fate agreeing that reserving this parcel of empty land -- which is rare, inside Keeliai's walls -- should be for something beneficial to the whole city. As such, they've also asked the Foreigners not to construct anything in this area for the time being. Potential uses for this land parcel will be brought up at the Courtyard later in the month.
A quarter of the land was reserved by the Merchant's Guild, who purchased the available land in bulk and have now auctioned off delineated portions to enterprising kedan, a good many of whom weren't able to acquire coveted property in the crowded Central Sector. The majority of construction on these lots are art studios, shops and galleries, providing a nicely developing craftsmanship theme. There is also an area of market set aside that the Merchant's Guild wishes to rent out to Foreigners who want their own shops. The rent is very reasonable, in line with the rates offered to kedan, and if a Foreigner doesn't have enough juulan up front to get set up initially, the Guild will offer to take a percentage of sales over a set length of time in exchange.
The remaining land is split between the preserved pieces of the Palace, although many of them are now walled up tightly -- the library, the old throne room, the entrance to the dungeon, etc. These areas are not accessible at this time. The gardens have been left more or less intact, although they've been given a clearly marked boundary now. Finally, areas have been marked out for tram lines and stops, to connect this new district to the lines being put in across the rest of the city.
Although the naming of the new Sector must be voted on, it's almost unanimously being called the Sky Sector by those working there, and it seems likely that name will be confirmed before long.

Although the attacks on the Foreigners drew the attention of the city last month, those persons or groups responsible for them have not only continued, but seem to be growing bolder. In addition to the Foreigners being targeted, several kedan are assaulted this month.
It's well known that the kedan don't have soul gems, so it would seem to make little sense that they'd be targeted... until it becomes known that the kedan who were attacked gained soul gems, somehow. These look and feel exactly like those possessed by the Foreigners, with the exception of not being set in a piece of jewelry, as the Foreigners' are, and they seem to have the same effect on these kedan as on the Foreigners should something happen to them.
In the wake of these attacks, the affected kedan will be understandably uneasy and anxious about what's going to happen to them, and will request the help of the Foreigners. They will be interested in either having a Foreigner stay with them temporarily until the situation is resolved, or wish to stay at the volunteer's housing. However, given their recent altercations, they feel uncomfortable with those Foreigners who are strongly powered, and will request that more "normal" Foreigners help them out.

THE COURTYARD OF PUBLIC OPINION - MAY 24TH
The Foreigners from a few months ago will be familiar with the Courtyard Forum -- an opportunity for the family heads to meet, speak, and listen to the concerns of the people.
This time around, there's a lot to talk about. The Foreigner muggings, to begin with, are becoming a real concern. Then there's the kedan who were experimented upon and now have gems of their own. And there are concerns that the disaster which struck the radio station only heralds further problems; all things which must be addressed.
Since the Foreigners are also residents of Keeliai, the Courtyard Forum will be a public opportunity for Foreigners to ask questions and air concerns of their own. This can range from something specific to individuals or making requests of all the major NPCs.

NPCs & Families
There is a marked sense of unity among the NPCs this month -- except for some obvious exceptions. Yunxu is still suspicious of Heojin, though less so than he is of Milyn. The more surprising thing is that he and Zanru have apparently come to some accord, and as a result some work within the city which had been stalled in recent months will move forward with gusto.

Yunxu has crawled out of the woodwork this month, so to speak. The threat of Chihuelan invasion has put both him and the Snakes front and center in public discourse, and the longer Keeliai goes without seeing hide nor hair of another invader, the more genuine respect the Snakes earn. Yunxu will willingly work with the Foreigners on tracking down the remaining muggers - both the ones who mugged Foreigners, and the ones who left kedan with soul gems. He'll also swallow his pride long enough to rely on the Foreigners' help when the radio tower distress call comes in, and will maintain public 'visiting hours' in the mansion for kedan and Foreigner alike all month.
He won't answer any questions about the two muggers who have already been apprehended, and will not grant any requests to see them. If someone asks, he'll tell them to ask again when the Courtyard forum is called later on in the month, so that everyone in Keeliai can be brought up to speed at once.
Those Foreigners who have grown accustomed to Meisheng looking different every time they see her will notice a drastic change this month; she seems to have stopped shapeshifting altogether. Her resting appearance is much softer than the appearances she usually chooses for herself, with lines of exhaustion around her eyes indicating that maybe she's slightly sick.

Contrast to Yunxu, Zanru is going to be preoccupied and in the background this month. While she still goes about with her duties, and will be especially involved in the radio station disaster, Zanru herself will be harder to get hold of. Most questions will be channeled to her cousin, Xuiyu, who seems grumpy about being in the spotlight.
This is especially so when Zanru announces, at the forum, that the Metalworkers are looking into overhauling the sewerage system under the city, claiming that this is how the Dust contaminated the Sky Sector and minor contaminations occurred near the tram-line. No construction is going to begin this month, but the Metalworkers are digging up old maps and will be making overtures into the sewer system's entrances -- oddly enough, these overtures will be guarded. Even though no one counteracts the proposal, Xuiyu is obviously Very Unhappy and Zanru makes a point of ignoring her existence through the forum.

They're bearing a new model of pistol, a prototype combination between a revolver and semi-automatic, which they wear openly and without harassment by the Snakes. These Metalworkers are visibly armed and in uniform around areas particularly stricken with last month's 'shadowshifter's' thefts, patrolling the tram-line construction areas, and the open land in Sky Sector. They'll also accompany the initial ventures into the sewers. Though it won't be immediately apparent unless attacked, several of these Metalworker guards are equipped with personal shields being put to use for the first time.

In another reversal, the Woodsmen are more visible in the city than they were before. It's as though the festival has lowered some of their emotional barriers, and perhaps the threat of the raiders has also prompted some unity. This month the Woodsmen are more prone to come into the city overnight, to 'visit friends and family', workers and families alike.
Their representative in the city is Lin, who is usually visible in Wood Sector, but seems to have a working knowledge of most events in the city. He's open for questions, though he seems nervous and torn between being in the city and being out of it, and is therefore highly distracted -- evident from the fact, at times, his stutter is so bad as to cause him to prefer to write things down.
Ran, his opposite, is organizing some groups to go into the wilds. They will be led by the most experienced of tracking Woodsmen, those who know the landscape best, but the Woodsmen don't have the numbers to fill out the squads themselves without badly impacting the produce. For this reason, Woodsmen will be accepting kedan from the city as well as Foreigners on their squads -- but only the lesser powered Foreigners. As much help as those with high-powered technology and bending skills have been, the Woodsmen find them unnerving and view them as reckless and arrogant, and will only accept Foreigners with less obvious magic and talents. Although those with fighting skills will be particularly useful, Foreigners with support talents like first-aid, cooking, camping, inventory and logistics will also be eagerly accepted.
Either way, it's an opportunity to get out of the city -- squads will have assigned routes to patrol, going out for a week before returning for two. Foreigners who go out with them will likely develop some basic knowledge of Shell geography, herbal first-aid and tracking and return with the respect of the Woodsmen. Unless they screwed up by trying to be individual heroes, in which case they'll return in the doghouse; above all the Woodsmen value contributions and adherence to the group.

MILYN
Physician, heal thyself! Whatever Milyn was working on last month seems to have taken its toll on her, and she's a little pale and significantly less chatty than normal. She'll still gladly welcome anyone who wants to drop by and chat, but many will notice that she's going out to the other Sectors and making healer house calls less often in May.
She's also fairly concerned about a minor outbreak of a virus, which is especially prevalent in the Water and Wood Sectors, and displays a lot of flu-like symptoms, in addition to a telltale rash that shows up as splotchy yellow patches. Like most viruses, it's targeting those whose immune systems are weaker, namely children and the elderly, although healthy adults aren't immune. Foreigners can also catch this bug, although they seem more resistant.
Those who suspect that they might have caught the virus can drop by her apothecary in the Water Sector for a vaccine. She will also be asking Foreigners if they'd be willing to donate a bit of blood, so that she can study why they're more resistant to the virus.

AROYAN
There's a new face becoming prominent around the city these days, and with the Merchant Guild's heavy influence in the new Sky Sector, this man has reason to start interacting with the Foreigners. His name is Aroyan, and he's been appointed the Merchant Guild's spokesperson, to make sure their interests are represented when dealing with the Families and the Foreigners in Keeliai. He'll make it very clear that he's not in charge of the Guild -- they're ruled by a council -- he's merely their representative.
Still, he's someone to be familiar with, especially if a Foreigner plans to put down roots in the commercial side of Keeliai. He's at least a decade or two older than the other Family heads, although he seems to take himself and his position less seriously than the others.

Economy
The economy is still booming, but the shift into real estate has remained from previous months. While the Metalworkers are still the wealthiest family in Keeliai, with all their fixings and holdings, the concern that Zanru is overreaching has started to infect some stakeholders. Though for the most part there isn't anyone else who can offer the same services, many kedan are preferring to back the College's research these days -- and the application rate for work at Stark Industries has significantly reduced. On the plus side, that makes it more likely Foreigners will get some work there.
After last month's expo the College is seeing an upsurge of interest even from before. The administration isn't quite prepared for it and neither is the campus, which suddenly seems rather too small; while they're scrambling somewhat to keep all their holdings together, they're nevertheless united enough to request for a significant portion of the public land at Sky Sector to build a new campus and research laboratories -- a move that would effectively place research in the public sphere rather than in the Metalworkers' private sector.

Minor theft on the same level as the shadowshifter's antics will experience a small upsurge at the beginning of the month, as various gangs and young kedan take the opportunity to commit 'victimless' crimes which will be blamed on the shadowshifter. When the Metalworkers become obviously armed, however, all theft of this magnitude will practically cease overnight, leaving the Foreigner and kedan-related muggings the only city-wide crimes worthy of note.
No matter how stringent and frequent the Snakes' patrols of the city become, nothing seems to stop whoever is behind the mysterious muggings. Public service announcements suggest curfews and extra precautions to take when leaving home, but even these don't seem to do any good. There's a general feeling of mistrust pervading the streets with neighbours looking on each other suspiciously, but no outright violence.

Technology
The big thing this month is the radio stations. While originally the contract was going to end at the end of this month, with the occurrences at the radio station the contract will be extended until the end of June in order to facilitate repairs/replacement, whatever might be necessary. The other radio stations will also be checked to ensure they need no upgrades. While the SOS is a good indication that they're on the right track, some proper tests and broadcasts will need to be made -- though these will be scheduled and warned-for. Either way, by the month's end three of the six radio stations will be up and running; the fourth will have sporadic connection, the fifth is still working on theirs and the sixth is the one damaged early in the month.
The tram-line around the city is almost completed, with only some of the muddiest spots still to be done. That doesn't mean people will be laid off; this month it will become clear that Zanru and Yunxu have come to some kind of terms, and now it will be claimed that Yunxu is all but throwing appropriate land at Zanru to build on. EMISSARIES
The Bresilykian ambassadors seem unnerved by the changes in Keeliai. The general vibe they give is that the kedan are very industrious, and that whatever they truly put their minds to, seems to get done without deterrent. The revelation of the Chihuelan raiders being actively dangerous has prompted several discussions among them, and they can often be found in what look like serious talks with one another when they're out of eavesdropping range -- although they'll stop and go back to regular conversation if approached by either kedan or Foreigners. They've taken to traveling in pairs, presumably for safety.

UPCOMING LANDFALL!
Good news! We're having another landfall beginning in the latter part of June, and this time, Tu Vishan will be drifting to Zeshora. Little is known about this continent, which is actually a series of islands. A major cataclysm sank the majority of the landmass, and over the last several centuries since, the inhabitants have taken to that circumstance like fish to water. Tu Vishan hasn't landfalled at Zeshora since the Foreigners have been present, so this will be new for everyone.

As outlined on this post, those characters who arrived for the 4th wall will be vanishing without a trace as of the first of the month. In-game characters will remember everything that happened, but there will be no explanation for their disappearance any more than there was for their sudden arrivals.

Throughout the month, we're going to be going over the core posts and updating them to reflect changes that have taken place in the city, such as new NPCs, the Sky Sector, and updates regarding Tu Vishan's state. This will be an ongoing process throughout the month, because there's a lot to sort through and organize, during which we appreciate your patience while things get moved to temporary locations, etc.

While not able to see his attackers clearly, he will be able to hear all of them speaking in a non-kedanese dialect, and one -- female -- will kneel down to Tony, holding a strange metal orb, which seems to render her immune to the gravity well. He will be able to make out the shape of a spiraled lightning bolt on her wrist when she rifles through his clothes for his soul gem, completely ignoring any other valuables he may have on him. Once she has it, the four of them stand to leave, but the orb is dropped and breaks into several pieces, and it is left behind with angry exclamations in that same foreign language, and the gravity effect will disappear approximately five minutes later.
Tony's soul gem will be recovered in the Earth Sector, three days later (and near the end of his tolerance to be away from it), and its jewelry housing is seriously damaged. The gem itself is intact, but now has the unfortunate habit of generating stinging jolts of static electricity to anyone besides Tony who handles it.
